CS reviews performance of Revenue Department

JAMMU: Dr. Arun Kumar Mehta, Chief Secretary, conducted a thorough evaluation of the Revenue Department's operations today. First, Secretary of the Revenue Department Dr. Piyush Singla briefed the Chief Secretary on the following topics: the state of the department's online services; the efforts made to demystify revenue records; the development of the online Girdawari module; the various key parameters under the DILRMP; the digitization and georeferencing of Cadastral Maps; AGRISTACK, SVAMITVA, and ULPIN; and the use of land for public projects and purposes, among other things. In order to guarantee prompt service delivery to the general public, the Chief Secretary emphasised throughout the meeting the complete adoption of the Auto Appeal System for all of the Department's online services.In order to identify the officers with the most pendency beyond the timeframes specified by the Public Service Guarantee Act of 2011, he added, the data about pendency under the act in service delivery should be reviewed. Strict disciplinary action will then be taken against these officers during the vigilance week. According to the Chief Secretary, Patwaris would never call for or require applicants' needless physical presence in order to provide online services. In the event that anything extraordinary happens, proper notices explaining the reason for the requirement should be sent. Additionally, the Patwaris have been instructed to keep a separate register at their offices where they would document, on a daily basis, the identity of everyone physically visiting them as well as the reason for the visit.He also emphasised the need to georeference all outstanding village cadastral maps and to finish the process of pending pass book distribution right away. The Chief Secretary underlined that online service delivery delays should be resolved in mission mode. He noted the developments in the online Girdawari module development. IT department sensitises officers about taxation, financial matters

JAMMU: An outreach and sensitization programme was held on Friday by the Income Tax Department and the Deputy Commissioner's office to increase public knowledge and comprehension of financial and tax issues. During the programme, Assistant Accounts Officers and Drawing and Disbursing Officers from various departments participated in an interactive session led by Income Tax Officer Jammu, Rajneesh Gupta, and Deputy Commissioner Income Tax Jammu, Dr. Mohnish Digra. In addition to highlighting the need of financial literacy, Dr. Mohnish Digra underlined India's goal of being a developed country by 2047. He emphasised the number of income tax returns filed over the years and the steady rise in net direct tax receipts.Dr. Mohnish Digra also spoke to the audience about a worrying trend in which people are reporting incorrect deductions in order to obtain fraudulent refunds, which causes losses for the government. Employees were reminded that the Income Tax Department keeps a careful eye on these kinds of deductions, and DDOs were made aware of their responsibility to confirm the validity of such claims. Rajneesh Gupta emphasised the severe repercussions of claiming fictitious refunds, which include case review, tax recovery, and penalties under section 270A up to 200% of the tax avoided. He pointed out that such behaviour may result in prosecution under Income Tax Act section 276C, which carries a harsh sentence of up to seven years in prison.Gupta also provided the audience with information regarding the possible remedies for correcting errors, which include filing amended forms for Assessment Years 2021–22 and 2022–23 under section 139(8A) of the IT Act and paying 25% and 50% of the applicable penalties in addition to the tax. For Assessment Year 2023–2024, ITR revisions are permitted without incurring penalties. Interactions took place during the programme to address a variety of topics, including how to accurately file ITRs, how to use the Income Tax chatbot, what deductions are allowed under the Income Tax Act of 1961, and how tax calculation advantages both under the old and new tax regimes. Constant endeavour from across LoC to disturb peace, vitiate security environment in J&K : Army officer

SRINAGAR: A senior army commander stated on Friday that there is a persistent attempt from the other side of the Line of Control (LoC) to undermine the security situation and disturb peace in Jammu and Kashmir since the hostile elements have not taken to normality well. Major General Girish Kalia, the General Officer Commanding (Vajr Division) of the security forces, stated at a press conference regarding Operation Shikanja, which was initiated along the Line of Control in the Machil sector of Kupwara, North Kashmir, that the security forces are dedicated to stopping any attempt by the enemy to disturb the security situation in the Union territory. Five militants were killed during their attempt to infiltrate. "In Kashmir, normalcy and prosperity have not fared well against the antagonistic forces.Maj Gen Kalia told reporters in Kupwara, "That is why there is a constant effort from across the LoC to disturb peace and vitiate the security environment in J-K." "In the last eight months, we have had 10 such attempts in our divisional area of responsibility, which have resulted in the elimination of 27 terrorists, and recovery of a large quantity of war-like stores," he stated. According to the GoC, the security forces have also found a significant amount of drugs, demonstrating a close connection between terrorist organisations and Pakistan's defence sectors. He continued, "They are all determined to cause unrest in the valley and have an effect on Jammu and Kashmir's future generations."According to Maj Gen Kalia, the security forces are fully collaborating and determined to stop the enemy's attempts to undermine the security situation in the Kashmir valley. They will do this with firm resolve and unwavering devotion. The 56 Rashtrya Rifles unit's commanding officer, Colonel Rajat Birman, provided information about the anti-infiltration operation. He claimed that on the night of October 25–26, a coordinated operation was started in the Machil sector along the LoC in response to specific intelligence input about an effort by a group of foreign terrorists to infiltrate. Security troops set up multiple ambushes in front of the anti-infiltration fence along the LoC. The region is covered in thick greenery and dense woodland.A gang of five terrorists penetrated from across the LoC, taking advantage of the challenging terrain and deep jungle," he stated. Alert forces caught up with the infiltrating terrorists on October 26, approximately 1010 hours. The terrorist started shooting and tried to run. He claimed that during the fierce gunfight that broke out and lasted the entire day, the military used quadcopters and contemporary surveillance equipment to find the terrorists in the challenging terrain. According to the commanding officer, five terrorists were ultimately eliminated as a result of careful tactical actions. The terrorists had large amounts of war-related equipment, including five weapons from the AK series, he claimed.Rastriya Bajrang Dal (RBD) in Jammu, meanwhile, staged protests against Pakistan for last night's heavy and unprovoked shelling and firing that targeted villages along the International Border (IB), injuring a woman and two BSF jawans. Since Thursday night, Pakistani rangers have resumed heavy shooting and mortar bombardment on several forward areas along the Indian Border in the Arnia and R S Pura sectors of the Jammu district for almost seven hours. Parvaiz Ahmed, who lived in the Dewaro neighbourhood of Kishtwar, had been eluding arrest since 2021, they added. According to them, the police teams apprehended the fugitive after conducting raids at several points throughout the district. R R Swain gets additional charge of J&K DGP

JAMMU: Since Dilbag Singh will reach superannuation at the end of this month, the Ministry of Home Affairs, Government of India, designated current Special DG J&K RR Swain (IPS) as having additional responsibility for the position on Friday. As per the directive from MHA, Swain, who is presently holding the position of special DG, CID, has been requested to assume the extra responsibility of the position starting on November 1. "With the approval of competent authority, Shri R.R Swain, IPS presently posted as special DG, CID, Jammu and Kasjmir will also function as in-charge Director General of Police in addition to his existing charge with effect from 1-11-23 and until further orders," stated the order. Cross-border firing stops along IB in Jammu, living on the border start returning home

JAMMU: According to officials, the sporadic gunfire between Pakistani Rangers and BSF soldiers along the International Border in the Jammu district's Arnia and RS Pura sectors came to a halt early on Friday. Following the unjustified firing by Pakistani Rangers, several families that had fled the border hamlets over night have finally begun to return home. The cross-border gunfire on Thursday night that targeted five Indian checkpoints along the International Border (IB) injured a civilian and a jawan of the Border Security Force (BSF). In effect, the BSF had responded to the shooting. "There is no longer any firing (across the border)." Now that things are quiet, a senior BSF officer said.According to him, there was sporadic gunfire between the two sides until three in the morning. Residents in border communities reported seeing such heavy bombardment and gunfire after a long period of time. "The firing started as we were eating. We abandoned the food and fled with our families," Bihar labourer Joginder Kumar remarked. After fleeing a frontline village due to bombardment, Kumar and 51 other people, including women and children, sought refuge in a shrine in Arnia. Kumar expressed their fear. "We were aware of the firing. We've seen it now," he remarked. In a forward hamlet, Ekta Devi exclaimed, "We were saved by God's favour when a mortar round struck a house.Up until this morning, a lot of firing took place. Every glass window cracked. Rakesh Kumar, a different villager, reported that he and a few other villagers were going back to their village after seeking refuge in a bunker in a front village. "After many years, there was heavy shelling and firing. For the previous two years, there was tranquilly. You can't trust Pakistan," he declared. Social media users shared numerous videos of people leaving their homes as the firing began, many of which became viral. When the gunfire began during a wedding ceremony in Arnia, many of the guests left. "Our marriage was maintained. After the firing began, the majority of the attendees left," claimed Kuldeep, the bridegroom's relative.This is October's second breach of the ceasefire. On October 19, Pakistan Rangers opened fire at the Vikram post along the IB in the Arnia sector, injuring two BSF jawans. On February 25, 2021, India and Pakistan signed a cease-fire agreement under which both countries pledged to rigorously abide by all cease-fire agreements along the Line of Control (LoC) in Jammu and Kashmir and other areas.
