JAMMU, Aug 11: Jammu and Kashmir has received more than Rs 4,100 crore in Central releases under the National Health Mission (NHM) and Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) during the last five financial years, while 25 lakh families in the Union Territory are covered under Ayushman Bharat health insurance schemes.
The details were provided today in the Rajya Sabha by Union Minister of State for Health and Family Welfare Prataprao Jadhav in response to an unstarred question by Member of Parliament Gulam Ali Khatana seeking district-wise implementation of major Central health and family welfare schemes in J&K, including AB-PMJAY Sehat, NHM, PM-ABHIM, eSanjeevani, Mission Indradhanush and Nikshay.
Under Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), which provides health cover of Rs 5 lakh per family per year for secondary and tertiary care hospitalization, J&K has implemented the scheme in convergence with AB-PMJAY Sehat. Of the 25 lakh families covered in the UT, 6.70 lakh are covered under AB-PMJAY, while the remaining eligible families are covered exclusively under AB-PMJAY Sehat.
The district-wise data shows that Jammu recorded the highest number of authorized hospital admissions under PM-JAY during the five-year period from 2021-22 to 2025-26, with 2,10,408 admissions. Srinagar followed with 1,97,433 admissions, while Baramulla recorded 1,67,555 and Anantnag 1,52,499 admissions.
Other districts also reported substantial utilization of the scheme, with Budgam recording 1,33,206 authorized admissions, Pulwama 1,14,591, Kupwara 1,01,537 and Kulgam 87,745. Udhampur recorded 81,836 admissions, Poonch 76,870, Kathua 74,310, Rajouri 72,407 and Doda 69,418. Kishtwar recorded the lowest figure at 27,623 admissions during the period.
The Centre’s financial support to J&K’s health sector has also increased significantly over the period. Under NHM, Central releases rose from Rs 459.10 crore in 2021-22 to Rs 651.52 crore in 2022-23, Rs 805.22 crore in 2023-24 and Rs 1,040.76 crore in 2024-25, before standing at Rs 1,017.14 crore in 2025-26.
Under PM-ABHIM, the UT received Rs 16.11 crore in 2021-22, Rs 1 crore in 2022-23, Rs 44.01 crore in 2023-24, Rs 60.44 crore in 2024-25 and Rs 49.69 crore in 2025-26. The mission, having an overall outlay of Rs 64,180 crore, supports the development of Sub-Health Centres, Urban Ayushman Arogya Mandirs, Block Public Health Units, Integrated District Public Health Laboratories and Critical Care Hospital Blocks.
The data also highlights the growing role of telemedicine in extending healthcare access across J&K. eSanjeevani has been implemented across the UT, with 1,885,362 teleconsultations recorded till July 2026. A total of 3,174 Ayushman Arogya Mandirs, including AAM-AYUSH facilities, were operational in J&K during the same period.
The Ministry said NHM supports improvement of healthcare infrastructure, availability of human resources and accessibility to quality healthcare, with Central assistance being provided on the basis of Programme Implementation Plans submitted by States and UTs.
