Adopt whole of government approach in governance: Dr Jitendra tells JKAS officers

NEW DELHI: The days of operating in silos are ended, according to Union Minister Dr. Jitendra Singh, who on Thursday urged the officials of the Administrative Services of Jammu and Kasmir to take a "whole of government" stance. Speaking at the National Centre for Good Governance's 6th Capacity Building Programme for J&K Administrative Services Officers in the nation's capital, the Union Minister urged the officers to identify programmes that share commonalities and implement an integrated approach to execution for improved efficiency and results that will benefit the average person.Singh noted that the democratisation of resources and the introduction of technology, even in remote and rural areas, have changed the demographics of the state and central civil services. As a result, he claimed, more and more top performers in the central civil services come from states like Punjab, Haryana, and Jammu and Kashmir. According to Singh, the present goals of Indian public policy are to improve accountability and openness in government, with a particular emphasis on fiscal federalism, rural development, and public service delivery excellence. "India has made improvements to its grievance redressal systems to make them more contemporary and has made an effort to strengthen its institutions and streamline administrative procedures in order to allay any residual feelings of injustice resulting from administrative actions. The minister stated, "To this end, digital advancement has made it possible for citizens to file grievances." Singh has pledged to introduce a call centre strategy in Jammu and Kashmir, which is presently in use at the Centre, in order to directly determine the degree of satisfaction of the individuals who have had their issues resolved. The minister discussed the Digital India plan, stating that it is focused on three main vision areas: digital infrastructure as a basic service provided to all residents, on-demand government and services, and citizen empowerment through digital means.According to him, the ultimate objective is to make sure that digital technologies enhance the quality of life for each and every Indian, grow the digital economy in India, and generate investment and job opportunities while utilising the nation's untapped technological and digital potential. According to the minister, Digital India has significantly narrowed the distance between the public and the government and has made it easier to provide significant services to recipients in an open, honest, and corruption-free manner. "In the process, India has emerged as one of the pre-eminent nations of the world to use technology to transform the lives of its citizens," Singh stated.He maintained that the Centre has maintained a "zero tolerance approach to corruption," bringing greater transparency to government processes, enhanced supervision, and severe penalties in cases of proven misconduct. He said that the new age competency of civil servants has to be anchored in ethics and accountability. "India's Legislative and Constitutional Framework to fight corruption has been greatly strengthened with a mandatory declaration of assets by civil servants on an annual basis, thereby focusing on preventive vigilance," said the minister. At the event, V Srinivas, secretary of the Department of Administrative Reforms and Public Grievances (DARPG), stated that the training serves as a forum for group learning and sharing with the goal of raising people's standard of living. In addition, he underscored the necessity of inclusive, rapid development for resilient growth and the significance of technology in improving residents' quality of life. According to Srinivas, the officials had to construct a conceptual framework to address the demands and aspirations of the populace and strive towards the state's overall growth. At NCGG, the sixth capacity building programme began on October 9 and will end on October 20. Thirty-seven JKAS officers—including CEOs, directors, joint commissioners, secretaries, special secretaries, additional secretaries, and mission directors—are in attendance at the event.Ayushman Bharat, digital India, skill India, artificial intelligence in government, poverty eradication, rural housing, Jal Jeevan Mission, digital India, anti-corruption strategies, vigilance administration, circular economy, revitalization of rivers, innovation & entrepreneurship, etc. are just a few of the important topics that civil servants in Jammu & Kashmir discussed with domain experts during this programme. The participants will visit the Parliament for an exposure tour as well. The capacity building plan is scientifically designed to provide Jammu and Kashmiri civil personnel with the tools they need to provide reliable and effective services to the public. Israel Has Been Victimised But It Can Relieve Suffering Of Gazans : Joe Biden

Washington DC, Oct 19: After his visit to Israel, US President Joe Biden stated that although Israel has been severely mistreated, it should look into the possibility of easing the suffering of those in Gaza who have nowhere else to turn. "Look, Israel has suffered greatly as a victim. However, the reality is that they ought to act upon the chance they have to alleviate the agony of those who have nowhere else to go. And on their way back from Israel on Wednesday, Biden informed reporters on Air Force One that "if they don't, they'll be held accountable in ways that may be unfair." And I want to make it clear to everyone that you should always take advantage of opportunities to ease pain if you can. Furthermore, you will lose credibility everywhere if you don't. And I think everybody knows that," Biden stated following his several-hour stay in Israel following the Hamas terrorist attack.Israel is probably preparing a ground invasion of Gaza as well as revenge against Hamas for its onslaught on October 7 that left almost 1,400 Israelis dead. In addition to requesting significant military and humanitarian support for the Gaza Strip, the US is also supplying Israel with defence assistance. According to Biden, Egyptian President Abdel Fattah El-Sisi has consented to allow up to 20 trucks carrying humanitarian aid into Gaza by opening the Rafah entrance. "It will terminate if Hamas seizes them or prevents it from passing," he declared. In the end, he said, "Sisi deserves a lot of credit."According to a transcript of the two leaders' phone conversation provided by the White House, Biden and Al-Sisi spoke about the continuous cooperation needed to provide humanitarian relief to Gaza as well as the procedures in place to guarantee that the help is allocated for the benefit of the civilian populace.The two presidents decided to collaborate closely in order to promote a swift and forceful worldwide reaction to the UN's humanitarian appeal. They reached a consensus on the necessity of maintaining Middle East stability, averting war escalation, and creating the conditions for a long-lasting, sustainable peace in the area, according to the White House.While returning from Israel, Biden was questioned regarding the likelihood of an Israeli ground invasion of Gaza. We had a lengthy discussion about that and the available options. The president stated, "Our military is discussing the options with their military, but I won't get into that either. The US president continued by saying that he thought Israeli Prime Minister Benjamin Netanyahu was open to the idea of providing humanitarian help."Well, we've discussed this topic a lot. I'm not sure what you learned in Israel, but I received no resistance. Pretty much none. Again, let me say it. No one resisted me. (from) Almost none, all of the partners. Biden expressed optimism that some Americans will be able to leave Gaza as well as that efforts would be able to be made to remove other Americans from the country by other ways. According to him, there have been significant developments in the infrastructure, social, economic, and other spheres that require communication.He requested that they urge members of the public to share footage of any changes they have seen during this time, and that they give prizes to those who provide insightful criticism. He stated that in order to make appropriate actions in the future, people's opinions about the shift should be valued and documented. Dr. Mehta also emphasised the importance of emphasising the openness with which hiring decisions have been handled in recent years.By all means, he said, the UT has done a far superior job of administering its citizens' affairs without prejudice or corruption. He suggested that each Department create a written account of its accomplishments as well as a film showcasing them. He requested that they make all of the advancements, modifications, and reforms that have occurred since 2019 available to the public. He instructed them to work with the Information Department to reach out to individuals in a way that best suits them. He made it clear to the RDDs and ULBs that they should publish department-specific compendiums and concentrate on the development scenario of Panchayats and Wards as told by the people living in them. It was also reported that the Departments commemorate the rich history and legacy of the University of Texas while emphasising unity. Students requested that the School Education Department host cultural activities including debates, painting competitions, art and photography exhibitions, and quizzes with prizes for the winners.
