JAMMU: In addition to laying the groundwork for the successful implementation of the new goals set in the third National Conference of Chief Secretaries, Chief Secretary Atal Dulloo chaired a meeting today with all Administrative Secretaries and other senior functionaries of the administration to assess the progress made on various parameters and goals set during the first two National Conferences of Chief Secretaries. The Chief Secretary made a strong impression on all the heads of administration to investigate the status of implementing all the key points that the Prime Minister had presented to the States and UTs at the first two conferences. He requested that everyone of them inform him of their current situation. In addition to turning in Action Taken Reports (ATRs) to his office within the following three days, he demanded the creation of a workable plan to accomplish all of the goals within the allotted time frame. In reference to the Third Conference, which took place in New Delhi on December 27 and 29, of the previous year, and which Dulloo himself attended, he instructed that all preventive actions be taken in order to quickly turn them into reality. The Chief Secretary referred to these goals as exceedingly ambitious and revolutionary, aiming to alter the governing model for the benefit of the general public. In addition to his wish to conduct a monthly periodical evaluation of these targets, he indicated that each Administrative Secretary should examine these goals on a regular basis. In his explanation, the Chief Secretary emphasised a few points that the Prime Minister had emphasised. He listed the areas, such as the supply of potable water that meets quality standards through customer testing. According to the CS, the conference also emphasised the importance of microirrigation, millet promotion, natural farming, and the development of farmer databases in the agriculture sector. Dulloo added that strengthening the capabilities of health and wellness centres, the Har Ghar Yoga programme, and the India Movement were prioritised in the field of health. The CS stated that creating an export strategy for every district, promoting e-commerce, and implementing the PM Vishwakarma Scheme in the industrial sector are also among the conference deliverables. Furthermore, it was said that the development of clean energy, such as solarization, energy storage, and the promotion of electric vehicles in the transportation sector, should receive equal attention. Among the key lessons learned from this recent conference, the Chief Secretary listed strengthening and expanding the number of SHGs in the rural livelihoods mission, developing multipurpose PACS in the cooperative sector, improving disaster management capabilities, and developing historical monument iconography. In addition to a discussion of best practices developed in central ministries and other States and UTs across the nation, the three-day conference featured special sessions on Cyber Security: Emerging Challenges, Perspectives on AI, Stories from the Ground: Aspirational Block & District Programme, Role of States: Rationalisation of Schemes & Autonomous entities and Enhancing Capital Expenditure, and AI in Governance: Challenges & Opportunities.
