CBI court rejects Lal Singh plea for appointing Warrant Officer

JAMMU: Lal Singh, the leader of the Dogra Swabhiman Sangathan Party (DSSP), filed a plea seeking the appointment of a warrant officer, but Special Judge CBI Bala Joyti denied it. The court noted, "According to the prosecution, there is no provision for appointment of Warrant Officer in any circumstances under the Act and the present application being completely illegal and bad in law be rejected," after hearing arguments from Advocate Rajesh Kotwal for the applicant and APP Ashwani Khajuria for the Enforcement Directorate. At the bar, the investigating officer declared that Ch Lal Singh is fully conscious and stable and that there are no extraordinary or urgent circumstances that call for this court to exercise its extraordinary jurisdiction.Furthermore, Ch. Lal Singh, the accused, is being medically examined every 24 hours, is receiving appropriate medical supervision, and is fit to be in the Enforcement Directorate's custody; as a result, the request to appoint him as a warrant officer is being denied. The opposing side countered by restating that Ch Lal Singh is not receiving the necessary medical attention while in ED custody and that a warrant officer may be assigned. After taking into account competing arguments, the Special Judge concluded that "this court has taken care of him by permitting medicines as prescribed by the doctors keeping in view of his health status and also allowed him to share his diet chart with ED authorities vide order dated 13.11.2023 in CMP No. 305, as such, prayer in this application being devoid of any legal force is declined". Electoral democracy has no substitute in the World; hold Assembly elections in J&K: Azad

BANIHAL: Declaring that the people's representatives alone can deliver governance to them at their doorstep rather than the bureaucrats currently in charge, Ghulam Nabi Azad, the chairman of the Democratic Progressive Azad Party and a former chief minister, asked for early assembly elections to be held in Jammu and Kashmir on Thursday. Speaking at a public rally in Neel, Banihal tehsil of Ramban district, Azad stated, "Elections in Jammu and Kashmir should be held without further delay since people repose faith in only electoral democracy and it has no substitute so far in the world.""The public can speak with their representative about daily concerns. "They are all too poor to be pounding on the doors of civil secretariats and officers," he remarked. When he forms the government, Azad said, Banihal will grow into a major economic hub for Jammu and Kashmir, and its residents will benefit from the tourism and agricultural industries. He also mentioned that hospitals, roads, and colleges were constructed in Banihal during his administration. "Before then, the area was landlocked, offering its residents little prospects for employment. People are no longer compelled to migrate in search of work because the economy has expanded and jobs for its citizens have increased since then," he said. Because Banihal is dear to Azad's heart, he stated that once his party assumes power, the area will undergo general socioeconomic development. "You people hold a special place in my heart, and I promise that Banihal will become one of the most popular tourist destinations in all of Jammu and Kashmir. He said, "People should come here and spend their time in a way that will boost the local economy." The chairman of the DPAP announced plans to build more hospitals and colleges to improve access to healthcare for the local population, as many cannot afford to travel far for medical care.One of his primary goals, according to him, is to guarantee that the youth of Banihal can compete on a national and international scale by offering high-quality education to the local population. He assured the public that not only would the development projects be approved, but also that the quality standard would not be compromised. "The educational facilities in Banihal must be of higher standards so that any youth here can compete with national and international students and crave out his or her own space," he commented. Although Azad was constantly focused on approving projects for Banihal, he claimed that because of the insensitivity of officials at the ground level, there were difficulties in carrying them out. "I won't let it happen again and ensure whatever is sanctioned is implemented on ground on a war footing basis," Azad stated. In the event that we win, we would approve the best hospital in Neel, a tehsil, a college, a tourism centre, and more roads. He blasted political parties for taking advantage of Banihal residents, claiming that the people had rejected each and every one of them. Doda bus accident : Family torn apart by tragedy

JAMMU: Nobody in Saksham's family could have predicted that Wednesday, when he and his younger brother Riksham and their mother left to go back to school in Jammu, would be their last trip together. While Riksham, 11, is fighting for his life in the district's Government Medical College (GMC) Hospital, Saksham, 14, and his mother Ashu Devi perished after their bus fell into a 300-foot-deep gorge in Doda. On Thursday, Ajay's older brother announced that Saksham and Riksham had returned home to see his daughter get married. "After attending the wedding, they were returning to Jammu to appear for their exams," he explained.Ajay's brother snapped, lamenting the bad state of the roads, reckless driving that goes unchecked, and the overcrowding of cars. He said that the administration has abandoned people to die. "Had the administration fixed accountability, this accident would have not happened and we would have not lost our family members," he stated. According to Suresh, another family relative, Ajay desired for his sons to enlist in the Army. According to the family's relatives, Ajay wanted to give his sons the best education possible, and they were enrolled in a prestigious Jammu university. After hearing about the accident, a large crowd gathered at Ajay's home in Kishtwar's Beda-Bhata neighbourhood on Wednesday night. Saksham's mother and the other 39 passengers perished when the bus they were riding in veered off the road and into the ravine. Key terror launch commander killed in Uri infiltration bid

SRINAGAR: The army said on Thursday that security forces had killed key launch commander Bashir Ahmad Malik in an anti-infiltration operation in the Uri sector, dealing a serious blow to the terror infrastructure and sympathisers in Pakistan-occupied Kashmir. Wednesday's joint army and Jammu and Kashmir Police operation along the Line of Control, codenamed Op Kali, resulted in the deaths of Malik and another terrorist. "The most noteworthy part of this operation was killing one of the two terrorists, Bashir Ahmed Malik, and neutralising him. He played a significant role in Jammu and Kashmir's cross-border terrorism, which was supported by Pakistan. According to an army official, "He was a key terrorist launch commander for terror tanzeems (organisations) from Leepa in the north to the regions in PoJ&K, across from Rajouri in the south." According to the official, Malik, who has been active for the past 30 years, allowed several terrorists to infiltrate and kill a large number of Indian citizens, including members of the security services and civilians. "His neutralisation is a major blow dealt by us to the terror infrastructure across the line of control and its sympathisers and supporters," said the official. He claimed that the enemy's repeated attempts at infiltration through the same area in the Uri sector of the Baramulla district were an act of desperation to force more terrorists into the Kashmir valley and destroy the current calm. "We are on a high alert and have a strong line of control security grid. He continued, "The Indian Army is ready to foil any attempt at infiltration of this kind, and we won't allow the enemy to succeed with his cunning plans. According to the officials, specific intelligence from "own sources and SB, Srinagar, with respect to the likelihood of infiltration of terrorists across Line of Control in Uri sector" led to the joint operation's early November 15th start. It was the area's second attempt at infiltration in the previous few days. And the first bid was foiled. "Based on the intelligence own counter intelligence and surveillance grids in this area was strengthened and own ambush were deployed," said the official. He claimed that the operation was conducted in hazardous terrain and under unfavourable weather conditions. "Two terrorists were neutralised as a result of this operation, and their bodies have been found. On the other hand, there might be more terrorist deaths from the other side of the Line of Control. The Line of Control was not crossed by us."The other recoveries included war-like stores encompassing two AK series rifles, two pistols, four Chinese hand grenades, ammunition along with medicines, eatables, Rupees 2630 in Pakistan currency and Pakistan National identity Card," said the official. President Murmu asks CAG others to contribute towards making India developed nation by 2047

NEW DELHI: On Thursday, President Droupadi Murmu urged the Comptroller and Auditor General of India (CAG) and other significant organisations to help India become a developed country by 2047. Speaking to an audience at the CAG-organized "Audit Diwas," the President also praised the top government auditor for a number of initiatives, such as the founding of the Centre for Data Management and Analytics, which uses digital technology and other cutting-edge techniques in a way that is forward-thinking. She stated that having this forward-looking perspective will be beneficial. "Our compatriots today aspire to rapidly advance in creating a developed India by 2047.To accomplish this, all significant national institutions and communities—including CAG—must make a contribution, according to Murmu. The day of November 16, 1860, when the first Auditor General of India was appointed and the CAG organisation was established, is celebrated as Audit Diwas. Since 2021, the CAG has observed November 16 as Audit Diwas in recognition of the day's importance in Indian history. In light of the paradigm shift in governance towards a digital bedrock, the chief auditor has also embraced technology, according to CAG Girish Chandra Murmu."We reached an incredible milestone this year. Using our special enterprise-wide audit process and knowledge management IT System (One IAAD One System OIOS), we have moved to 100% digital auditing procedures as of April 2023, he stated. This has allowed us to have a single source of truth for all of our audit activities. This accomplishment, he continued, is the result of the tireless efforts of numerous people, including those who conceptualised and designed it, painstakingly integrated module after module, bravely spearheaded implementation, trained numerous people, and provided round-the-clock assistance. "Data analytics is a regular feature of our audit processes and routinely deploying advanced tools like drones, Global Positioning System (GPS) and remote sensing has enabled us to make incisive observations that would not have been possible otherwise," said the CAG.He reported that during 2022–2023, the organization's combined efforts produced 183 audit reports that encompassed the whole range of government operations and were presented to the State and Parliament legislatures. 'Celebrating the resilience of the Indian Democracy and the role of the CAG of India' was the theme of the second bilingual national online essay writing competition, which recognised the winners on this special occasion.
