New Delhi, Jan 3: The three-day conference of DGPs and IGPs in Jaipur starting on January 5 will cover a number of important topics, including pro-Khalistani groups’ activities, cyber frauds, and terror threats in Jammu and Kashmir, officials announced on Wednesday. Before speaking to them in a formal session, Prime Minister Narendra Modi will engage in conversation with the nation’s top law enforcement officials. Amit Shah, the Union Home Minister, will be in attendance for the entire multi-session conference. Other significant topics anticipated to be covered during the meeting include the Maoist issue, interstate police coordination, the recently passed three criminal laws, and matters related to the general elections, according to a Union Home Ministry official.Approximately 250 officers holding the positions of Inspector General of Police (IGP) and Director General of Police (DGP) will be present in person for the conference, with over 200 more expected to participate virtually. The official stated that numerous officers have been assigned to give presentations on particular topics, including Left Wing Extremism, online fraud, cross-border terrorism in Jammu and Kashmir, activities of pro-Khalistani groups, and counterterrorism. There will be in-depth discussions about how to handle all of these new internal security issues. The annual meeting was held in New Delhi up until 2013.The Union Ministry of Home Affairs and the Intelligence Bureau decided to move the event outside of the nation’s capital the following year, following the election of the Modi government. As a result, it was hosted in Guwahati in 2014; the National Police Academy in Hyderabad in 2016; the BSF Academy in Tekanpur in 2017; Pune in 2019; and the Rann of Kutch in 2015. During the Covid pandemic in 2020, the meeting was conducted virtually; in 2021, it was held in Lucknow in a hybrid format. January 2023 saw the conference take place in New Delhi. The focus of the growing number of business sessions and topics is on enhancing law enforcement to better serve the public interest.Prior to 2014, national security issues dominated the discussions. According to a second official, since 2014, the focus of these conferences has alternated between national security and fundamental policing concerns, such as law and order, community policing, crime prevention and detection, and enhancing public perception of the police. In the past, the conference was focused on Delhi, with officers gathering specifically for the gathering. Since 2014, officers from all cadres and organisations have been able to develop a stronger sense of unity by staying on the same premises for two to three days, the official continued.The official went on to say that direct communication between the head of government and the top brass of the police has led to a convergence of opinions on the most important issues facing the nation and the creation of workable recommendations. The subjects for the past few years have been chosen following in-depth conversations with the top police officials. Following selection, multiple presentations are held in front of DGP committees to promote involvement and include suggestions from junior officers and the field. Consequently, all presentations are now comprehensive, rich in content, and include a number of persuasive, doable suggestions.The prime minister and the home minister attend the first business session, which is focused on the thorough follow-up of recommendations from previous conferences, which has become the standard since 2015, the official stated. The conference secretariat, under the direction of the Intelligence Bureau, keeps a close eye on recommendations with assistance from state nodal officers. The official added that decisions made in the last few conferences resulted in significant policy changes that improved policing. These changes included raising the bar for efficient policing in both urban and rural areas and improving contemporary policing techniques based on smart parameters.
