New Delhi, Oct 9: The Election Commission announced on Monday that elections in Jammu and Kashmir would take place at the "right time" while taking into account the local security situation. KARGIL: Officials announced on Sunday that the National Conference and the Congress had won a total of 22 seats in the Ladakh Autonomous Hill Development Council-Kargil poll.
