The Lok Sabha last week passed two bills: the Government of Union Territories (Amendment) Bill and the Jammu and Kashmir Reorganisation (Second Amendment) Bill. The opposition parties, who have been demanding that Union Home Minister Amit Shah give a statement regarding the December 13 security breach in the House, have been continuously chanting slogans as the Upper House passed the Bills.Chairman Jagdeep Dhankhar stated that there is "collective concern" regarding the security breach following the Bills' passage. Such incidents have also happened in the past. Speaker Lok Sabha has already constituted a high-level inquiry committee for an in-depth investigation of the incident and the formulation of a concrete action plan to ensure that such incidents do not occur. It is our collective responsibility to ensure that this august institution operates in the safest and most conducive atmosphere. The House will eventually be informed of its findings, the chairman stated.As the commotion persisted, Dhankhar declared that he was in a "helpless situation" and hoped that Mallikarjun Kharge, the Leader of the Opposition, would see him in his chamber. The House was then adjourned until 4 pm by the chairman. The Rajya Sabha met again at 2 pm after two adjournments in the morning session when opposition parties led by the Congress brought up the issue of a security breach in Parliament. Nityanand Rai, the Minister of State for Home Affairs, introduced the Government of Union Territories (Amendment) Bill and the Jammu and Kashmir Reorganisation (Second Amendment) Bill, both of which were passed in less than twenty minutes.Rai urged every member to vote "in favour of women's rights" by supporting the bills. Members expressed their support for the proposed laws during their brief remarks on the Bills. A few participants urged the federal government to schedule elections in Jammu and Kashmir as soon as possible. Some suspended LS MPs protest with placards on steps of Parliament

NEW DELHI: On Monday, a few of the 13 suspended Lok Sabha members demonstrated in front of Parliament, holding placards and calling for Home Minister Amit Shah to issue a statement regarding the incident involving the security breach. With placards in hand, Congress MPs Mohammed Jawaid, Hibi Eden, Benny Behanan, Dean Kuriakose, and S Venkatesan of the CPI(M) protested against the government while seated on the steps of Makar Dwar of Parliament. According to Jawaid, the purpose of the protest is to convey the message that the events of December 13 were a major security breach, and that Prime Minister Narendra Modi ought to have addressed the House about it and explained to the citizens of the nation why it occurred."You (BJP leaders) praised the new Parliament building, claimed that it was fully secure, it has not even been four months and during a debate intruders came in the Lok Sabha chamber, what can be a bigger breach...so either the PM or the Home Minister (Amit Shah) should make a statement in the House," the congressman from Kishenganj said. On the suspension of the lawmakers, Jawaid stated, "We have seen in the four-and-a-half years, whenever someone has asked for answers from the prime minister, the home minister, Adani, suspension is a small thing, membership is being terminated, as we saw in Rahul Gandhi's case." As they entered and left the Parliament building, a number of opposition MPs stood in solidarity with the legislators who had been suspended and took pictures with them. On December 13, two protesters with opposition parties leaped from the visitors' gallery into the Lok Sabha chamber, demanding a statement from Shah. Shah's resignation has also been requested by some members. The government has maintained that the Lok Sabha secretariat is in charge of maintaining security in the Parliament complex and that it has been doing so in accordance with the Speaker's orders. It has also previously pointed out a great deal of these infractions, charging the opposition with politicising the matter.Due to their disruptive behaviour, thirteen opposition MPs—nine from the Congress and Kanimozhi of the DMK—were barred from the Lok Sabha for the balance of the session, which ends on December 22. The suspension has been met with criticism from opposition parties, who point out that their members have been suspended for bringing up the matter, while BJP MP Prathap Simha, who helped two accused carry smoke canisters on their way, has escaped punishment. ‘No Power In Universe Can Bring Back Article 370’: PM Modi

NEW DELHI, Dec 18: In a forceful defence of the repeal of Article 370, Prime Minister Narendra Modi cited the Supreme Court's support for his government's action. He claimed that no power in the universe could reinstate the constitutional provisions that had been revoked and that the legislation had ushered in a new era of development in the once-terrorist areas of Jammu, Kashmir, and Ladakh, which are now popular travel destinations."After 370, J&K and Ladakh are different places, crowded with tourists rather than terrorists. Stone-pelting has stopped while films are being filmed and screened. Families in Kashmir have embraced the shift. In an interview with the Hindi daily Dainik Jagran, the PM stated, "As for those who are spreading confusion because of their political motives, I want to make it clear: no power in this universe can bring back Article 370." The prime minister cited the recent Supreme Court ruling as evidence that the nation could not have two constitutions.For the people of Jammu & Kashmir and Ladakh, repealing Article 370 was more crucial than pursuing any political goal. People there want to join the mainstream of growth and secure a safe future for their children, he said. For a long time, a few family-dominated parties ruled the region. “Sad that politics is being done on this”: Speaker Birla on security breach incident in LS

NEW DELHI: Speaker of the Lok Sabha Om Birla said on Monday that a high-level committee is looking into the security breach that occurred on December 13 and that he was troubled by the "politicisation" of the matter. During Question Hour, the Speaker informed the members that the Lok Sabha secretariat is responsible for overseeing Parliament's security and that the suspension of certain opposition members had nothing to do with the events of December 13 but rather with the members' bringing of placards to the House. He claimed that some of the recommendations made to him at the all-party meeting to improve the security of the parliament had already been put into practice and that a high-level committee had started its investigation.The Speaker asked the members to take their seats and stated that he will continue to consult with them on the matter. "It is regrettable that this issue is being politicised...It is disrespectful to the House's dignity to enter the Well and shout slogans. I want to talk about important issues with your (the opposition's) cooperation," he said. Amit Shah, the home minister, is under pressure from the opposition parties to make a statement regarding the events of December 13. The Speaker adjourned the House until noon while the members persisted in their protest. Her comments came a few days after the Supreme Court, on December 11, upheld the Center's decision to repeal Article 370, which gave the former state of Jammu and Kashmir special status. The court also ordered that statehood be restored "as soon as possible" and that elections for the assembly be held by September 30 of the following year. "We don't need to give up. We're going to keep fighting. The Chief Justice is not God.
