NEW DELHI, Feb 13: The new law, which calls for the Chief Election Commissioner and Election Commissioners to be appointed by a panel that does not include the Chief Justice of India, was not granted a stay of execution by the Supreme Court on Tuesday. The Association for Democratic Reforms, an NGO, filed a plea. A bench of Justices Sanjiv Khanna and Dipankar Datta noted the case for hearing in April along with other pending petitions on the subject. The bench sent notice to the Centre. The Chief Election Commissioner and other Election Commissioners (Appointment, Conditions of Service and Term of Office) Act, 2023, was challenged in court as not being constitutionally valid.Representing the NGO, attorney Prashant Bhushan argued that the statute goes against the ruling of the Supreme Court's Constitution Bench, which stipulated that the CJI must be present on the committee that chooses the CEC and ECs. He stated that the request will become futile if the law's implementation is not stopped and that two election commissioners are about to retire. Sorry, but we are unable to provide you with temporary relief in this case. The constitutional legitimacy debate is never settled. When Bhushan argued for an interim stay, the bench responded, "We know our parameters for granting interim relief."The new law stipulates that the President will appoint the Chief Election Commissioner and other Election Commissioners upon the recommendation of a Selection Committee made up of the following members: (a) the Prime Minister, who will serve as Chairperson; (b) the Leader of the Opposition in the House of People, who will serve as Member; and (c) a Union Cabinet Minister, who will be nominated by the Prime Minister, who will serve as Member. According to the plea, the law was passed in 2023 in order to fill the void created by Article 324(2) of the Indian Constitution."On the other hand, the challenged part reinstates the previous legal position, which states that the executive branch alone would appoint the Chief Election Commissioner and Election Commissioner. SRINAGAR: One terrorist who was involved in the attack on Punjabi migrant labourers who were killed in Central Kashmir's Srinagar area last week has reportedly been apprehended, according to Jammu and Kashmir Police on Tuesday. The ADGP Vijay Kumar said at a news conference that on February 7, 2024, at roughly 1900 hours, two people in Shalla Kadal, Shaheed Gunj Srinagar, were shot by unidentified terrorists. "In this incident, one Amritpal Singh S/o Sarmukh Singh R/o Chamyari succumbed to his injuries on spot," he stated. "Rohit Masi, S/o Parin Masi, R/o Chamyari, Amritsar, was taken to SMHS Hospital and subsequently to SKIMS Soura Srinagar for emergency care." Afterwards, on February 8, 2024, Rohit Masi passed away from his wounds," he claimed. It is important to note that Amritpal and Rohit were travelling to their lodging when they returned to Srinagar from Amritsar. "Srinagar Police detected the case leading to the identification of the accused who carried out the terrorist attack on these two individuals from Punjab and subsequent recovery of weapon of offence and other incriminating material," he continued. "Case FIR no. 08/2024 u/s 302, 307 IPC, 7/27 Arms Act, 15, 16, and 20 ULA(P) Act was registered in PS Shaheed Gunj." "Technical and field analysis allowed Srinagar Police to focus on a few suspects. Later, on the basis of compelling evidence gathered throughout the inquiry, they identified and detained the primary accused, Adil Manzoor Langoo, son of Manzoor Ahmad Langoo, Rio Zaldager Srinagar.The accused and his handler in Pakistan were found to have plotted together to commit the terror crime, according to the ADGP. He described the accused as a radicalised and extremely motivated person. According to him, his handler in Pakistan incited him to do the terror assault on social media. "The handler gave him the weapon to promote the plot, and then he inspired him to carry out the attack. To further this, the accused named his targets, followed them around Shalla Kadal's lanes on the fatal day, and opened fire on them both; as a result, they both died from their wounds," he continued. Relevantly, TRF, an affiliate of LeT, has taken credit for this attack on their social media page. JAMMU, Feb 13: The first medical facility in the Jammu region to have an NGS (Next Generation Sequencing) testing facility for early cancer detection and diagnosis is the Government Medical College and Hospital (GMC), Jammu. According to official sources on Tuesday, work on the NGS facility in the Jammu GMC is anticipated to begin in February. According to sources, "the Government Medical College and Hospital in Jammu will have the NGS test facility in the MicroBiology Department by the end of February for early diagnosis of cancer-like symptoms."Notably, the NGS is a massively parallel sequencing technology that provides incredibly high throughput, speed, and scalability. Using this approach, the nucleotide order of entire genomes or specific DNA or RNA portions can be ascertained. NGS provides speed, sensitivity, and accuracy benefits over conventional approaches that could have a big influence on the cancer community.NGS avoids the need to order several tests in order to identify the causative mutation because it can evaluate multiple genes in a single experiment. According to official sources, "in the first phase, 100 tests will be conducted in testing mode, and based upon the results, the facility will be a regular feature." They also stated that early diagnosis of cancer can benefit in both prevention and treatment. According to them, people suffering from chronic diseases will benefit from the opening of the NGS test centre in Jammu and early identification can assist patients receive treatment on time."We are on the job, and the NGS test facility is expected to begin in the hospital by the next two weeks," stated Dr. (Prof) Ashutosh Sharma, a renowned oncologist and the principal of Government Medical College and Hospital in Jammu. The principal stated, "It will be the first of its kind facility in the GMC in the Jammu region, and it will start with breast cancer initially." Reports state that during the previous five years, more than 55,000 cases of cancer were found in Jammu and Kashmir. The Health Ministry reports that there were 12396 instances of cancer in 2019, 12726 in 2020, 13060 in 2021, and 13395 in 2022.Fifty percent of cancer-related deaths in Jammu and Kashmir are attributable to breast, cervical, and mouth cancer in women, and lung and lung cancer in males. The prime minister went on to say that all parties involved will be connected to a National Online Portal. Modi stated that incentives would be provided to urban local bodies and panchayats to encourage rooftop solar systems within their jurisdictions in order to popularise this plan at the grassroots level. In Udaipur, in the Surguja district of Chhattisgarh, Gandhi addressed a gathering as part of his 'Bharata Jodo Nyay Yatra'. He claimed that if the people raise their voices against anything, the ED, CBI, and the I-T department will take action against them. He asserted that the nation's citizens were being treated unfairly around-the-clock, which was the reason for the violence and hatred that was spreading. Maybe it has been going on for so long that people aren't even aware of it.Gandhi claimed that it had turned into a habit. "You (the people) need to ask yourself three times a day how much money you are receiving from the national coffers on a daily basis. "No one from the 73% population group—which includes the underprivileged from the general category, Dalits and tribal people, and the backward classes—exists in that system. 'Nyay' (justice) was thus added to the Bharat Jodo Yatra, he remarked. The head of Congress motioned for one of the men in the crowd to get into his car and gave an explanation of how the "system" is supposed to be hitting the people the hardest. What would be the first thing to do if this person went to a market and two or three persons decided to steal his wallet? He stated. "The first individual, the thief, will take his focus elsewhere. You are being mislead in this way. Then the second individual shows up and takes the wallet. Demonetisation and GST are equivalent (act). Finally, the third person—the thief—slaps you twice if you make any noise. Gandhi said, "If you are a small shopkeeper and you voice your disagreement, the CBI, I-T, and ED will come."

As part of the continuing prestigious Udhampur-Srinagar-Baramulla Railway Link (USBRL) project, the 1.3 kilometre Chenab rail bridge, which is situated 359 metres above the river bed – 35 metres higher than the famous Eiffel Tower in Paris — forms an essential link in the 111-km stretch from Katra to Banihal. The dream project to connect Kashmir with the rest of the country by train has been delayed for May in order to finish the outstanding work. Modi is also expected to launch the approximately 33-km Banihal-Samber segment, which is ready for train operations, according to the officials.The minister claimed that since the prime minister began his 2014 election campaign following his "darshan" at the Mata Vaishno Devi shrine, Jammu and Kashmir, and particularly Udhampur, have consistently been at the top of his list of priorities. They claimed that "an email and a letter" were used by the Srinagar Lok Sabha member to inform the ED officers of this. Although sources claimed he is now in Jammu, he was invited to appear for questioning on Tuesday at the ED office in Srinagar. The 86-year-old lawmaker was not present when the central agency in this matter last called him on January 11.Alleged financial irregularities at the Jammu and Kashmir Cricket Association are the subject of an ED probe.
