Srinagar, Oct 9: Omar Abdullah, the head of the National Conference, claimed on Monday that his party and the Congress had an accord prior to the election regarding the rotation of the chief executive councillor position in the Ladakh Autonomous Hill Development Council-Kargil. Together, the National Conference and Congress won 22 of the 26 seats up for election in the Ladakh Autonomous Hill Development Council-Kargil on October 4.
