J&K Police Kathua Attaches Property Worth Over ₹12 Lakh Belonging to Notorious Drug Peddler in Billawar

KATHUA: In a significant action against narcotics trafficking, Kathua Police on Thursday attached immovable property worth ₹12,26,303 belonging to a habitual drug peddler in Billawar, reaffirming its intensified crackdown on the drug menace in the district.

Acting under the overall supervision of SSP Kathua, Mohita Sharma (IPS), Police Station Billawar executed the attachment order, freezing a one-storey building owned by Javed Akhter, son of Mohd. Lateif, resident of Lohai Malhar and presently living at Dher Phinter, Tehsil Billawar, District Kathua.

The action was carried out under Sections 68A(2)(c) and 68E read with 68F of the NDPS Act, 1985, which empower authorities to attach properties acquired through illicit narcotics trade.

The police team, led by SHO Billawar Insp. Zaheer Mushtaq, conducted the attachment under the supervision of SP Upper Kathua Aamir Iqbal and SDPO Billawar Neeraj Padyar.

According to officials, the attached property was identified as illegally acquired through proceeds of narcotics trafficking. Javed Akhter has been a repeat offender and is involved in multiple NDPS Act cases registered at Police Station Billawar, including:

FIR No. 77/2020 – U/S 8/21/22 NDPS Act
FIR No. 165/2022 – U/S 8/21/22 NDPS Act
FIR No. 08/2023 – U/S 8/21/22 NDPS Act
FIR No. 77/2023 – U/S 8/21/22 NDPS Act
He has also been booked under the PIT NDPS Act, making him one of the region’s most notorious narcotics offenders.

Kathua Police said the attachment underscores its commitment to dismantling drug networks by targeting not only offenders but also the assets generated through illegal trade. Local residents have welcomed the decisive action.
