Home Secy to hold high-level review of security situation in Srinagar on Nov 5

JAMMU, Oct 30: Union Home Secretary Govind Mohan will hold high-level review of security situation in Jammu and Kashmir, in Srinagar on November 5, with top officials of police, paramilitary forces, civil administration, intelligence agencies and other stakeholders with focus on elimination of terrorists in the upper reaches and steps to plug infiltration along the borders.While the Darbar Move officials were scheduled to close in Srinagar on October 31 and November 1 and reopen at Jammu on November 3, top officials of Home and Police Departments have been asked to stay put in Srinagar till the visit of the Union Home Secretary on November 5 and move to the winter capital only after that, official sources told the Excelsior.
Union Home Minister Amit Shah reviewed the J&K’s security situation in New Delhi on October 9 in which he reaffirmed the Government commitment to terrorism-free Jammu and Kashmir.
Chief Secretary Atal Dulloo, Home Secretary Chandraker Bharti, Director General of Police Nalin Prabhat, Intelligence chief Nitish Kumar, IGPs of Jammu and Kashmir divisions and all other senior police and intelligence officials will attend the meeting. Besides, the heads of Central Armed Police Forces (CAPFs) from New Delhi and J&K and other stakeholders will join the meeting.
Sources said the MHA officials Incharge Jammu and Kashmir will also be present.
“There have been reports that the terrorists hiding in upper reaches in Jammu and Kashmir could come down to their hideouts in plains following snowfall in November-December where it will be easy for the security forces to trace and kill them. Accordingly, a strategy is likely to be prepared,” they said, adding that Army, paramilitary forces, JKP and SOG continued their efforts to hunt down the terrorists in the upper reaches.
Besides, they said, the winter management strategy to completely plug infiltration from the borders is also expected to figure in the meeting.
“Focus will be on winter management strategy as zero infiltration on the LoC and IB will be a big achievement of security forces. In addition, security forces will step-up efforts to eliminate the terrorists within the hinterland,” the sources said.
There have been reports about the presence of foreign terrorists in upper reaches of Kishtwar, Udhampur, Rajouri, Poonch and some other districts of the Jammu region besides the Kashmir valley. During past few months, security forces have established contacts with terrorists a number of times. Some terrorists including commanders have been killed in the operations while few soldiers have attained martyrdom.
Also fencing along the International Border in Jammu, Samba and Kathua districts suffered extensive damage during August floods and was washed away at many places. The Border Security Force (BSF), manning the borders, has repaired the fencing and reconstructed the border out posts which were damaged.
Earlier, there were reports of infiltration from the International Border in Hiranagar sector of Kathua district. In March-end, four police personnel were martyred and two terrorists were killed after several days of encounter following infiltration from Hiranagar. Two to three terrorists had managed to escape.
Besides, as per the officials, rehabilitation and reconstruction works post heavy floods in Jammu region in August this year, is also expected to come up for a review at the Home Secretary’s meeting. Jammu and Kashmir Government has been awaiting Central package for flood damages on the lines of Punjab, Himachal Pradesh and Uttarakhand.
During his visit to Jammu post floods, Union Home Minister Amit Shah had announced Rs 209 crore worth package for the UT under SDRF.
