JAMMU: Devender Singh Rana, a senior BJP leader, claimed today that the enormous changes in security and development that have taken place in Jammu and Kashmir over the past more than four years have given the people there hope for brighter times to come. "BJP's Mission J&K has been to ensure welfare of the people by creating an atmosphere of peace and stability wherein every segment of society gets equitable opportunities to progress and prosper" . With missionary zeal, he pointed to the enormous initiatives made over the years and the execution of several projects and welfare programmes, noting that these had led to the development of every segment of society.He said that the BJP's efforts to reach out to everyone demonstrate its sincere desire to see Jammu and Kashmir develop quickly in line with their treasured objective of Sabka Saath, Sabka Vikas, Sabka Vishwas, and Sabka Prayas. Rana went into great detail about a number of ground-breaking projects meant to guarantee development, build infrastructure, improve utility services, and spur growth through significant expenditures. JK Govt clarifies PMJAY-SEHAT Scheme implementation amidst misinformation

JAMMU: The execution of the Pradhan Mantri Jan Arogya Yojana - SEHAT (PMJAY-SEHAT) scheme has been the subject of complaints and claims, according to the Secretary of Health and Medical Education, Bhupinder Kumar, who spoke at a news conference today. One of the main accusations included a loss of 500 billion rupees. According to the government, the entire premium paid to Bajaj Allianz General Insurance Company (BAGIC) for the policy period of December 26, 2020, to March 14, 2022, was Rs. 304.59 Crores, whereas BAGIC paid out Rs. 398.41 Crores in total claims to hospitals (both public and private). As a result, the claim of a loss is unfounded because the insurance company suffered a 93.82 crore loss in money.There has also been misinformation spread regarding the contract renewal and termination clause. The maximum duration was specified at three years and was renewed every 12 months, as per the agreement between BAGIC and the State Health Agency. The contract said that any extension beyond the first year would be subject to mutual agreement; nevertheless, the insurance company chose to end the partnership after the first year due to financial losses. The State Health Agency of J&K agreed into a temporary Stop Loss agreement with BAGIC in order to prevent service interruptions until a new insurance provider was chosen. The government took on all of the risk of losing claims during this time. The agreement serves the public interest by ensuring the continuity of healthcare services at a reasonable cost.According to the government, the number of eligible families remained the same throughout the policy period, which ran from December 26, 2020, to December 25, 2021, and the subsequent interim period of 79 days, totaling 21.24 lakhs, in defiance of claims that it was increased to the insurance company's advantage. The National Health Authority (NHA), Government of India, issued instructions for the execution of the scheme, which the Government of Jammu and Kashmir emphasised it would follow. This includes adopting the Health Benefits Packages (2.2 version) for implementation and using the Model Tender Document to transparently choose insurance providers.The government has paid insurance firms a total of Rs. 1175.32 Crores in premiums since the PMJAY-SEHAT scheme was introduced. In exchange, insurance companies paid out claims to affiliated hospitals totaling Rs. 1,249.33 crores, helping around 5.67 lakh patients. Patients with fatal and life-threatening illnesses have received critical medical attention thanks to the programme. The risk has been transferred to insurance companies as a result of the insurance model, which has caused them to pay almost Rs. 74 crores in addition to the premium to accredited public and private hospitals. The UT's healthcare system has been reinforced by this model, which has also greatly decreased out-of-pocket costs for families who need hospitalisation.Additionally, a 104 Call Centre and a feedback system utilising QR codes have been put into place, and nearly 99% of patients gave their treatment experience an Excellent or Good grade. The government emphasised that the accusations are unfounded, fraudulent, and meant to damage the scheme's reputation. JAMMU: Ghulam Nabi Azad, the leader of the Democratic Progressive Azad Party, claimed on Saturday that the eviction campaign to reclaim government property was "illegal" and promised to reinstate the Roshni Scheme if his party wins the upcoming Jammu and Kashmir assembly elections. The J&K State Land (Vesting of Ownership to the residents) Act, 2001, commonly known as the Roshni Act, which was to transfer 2.5 lakh acres of land to current residents, was revoked on November 1, 2020, by the administration of the Union Territory.After the Revenue department instructed all deputy commissioners to guarantee the complete removal of encroachments from state land, including the area meant for grazing that was brought under the Roshni Act on 7 January of this year, the government was able to recover more than 10 lakh kanals of land. Only 15.85% of this land had its ownership rights approved for transfer. On November 28, 2018, the plan was officially revoked by the governor at the time, Satya Pal Malik. "Since the eviction drive was illegal, we organised over 85 protests throughout the UT."Azad informed a group of Gujjars who had joined his party in this location, "When the protests had no effect, I met with the Lt Governor and the Home Minister and raised the issue forcefully." Community members from the Gujjars met Azad at his home and told him that they were being harassed by government authorities who kept claiming that they were living on forest land and that their homes and businesses would be destroyed. They were led by DPAP leader and JMC corporator Sobat Ali. ''After 1947, people occupied land in the plains for their resettlement,'' according to Azad, and everyone in Jammu & Kashmir is dealing with this issue. Governments regularised such colonies in Mumbai, Delhi, Hyderabad, and Kolkata, among other cities.I was in Congress when our government enacted a law giving residents access to forest land, but Article 370 prevented this law from being put into effect in J&K. We made a mistake by not enforcing the law since we believed there would be no eviction drive against them. The forest land statute was automatically extended to J&K when Article 370 was repealed in August 2019, but instead of putting it into practise, the administration launched an illegal eviction drive',' Azad claimed. He defended the Roshni programme by saying it was created to help the landless, underprivileged people in the villages as well as legalise the land in the cities to produce income. The J&K cabinet, which is led by me, and the assembly approved the plan. Maharaja (Hari Singh, the final Dogra king), Sheikh Mohammad Abdullah (the NC founder), and afterwards my government all gave land to the landless, he claimed. SC rejects petition seeking ban on screening of children for nursery admission

NEW DELHI: The Delhi High Court's refusal to order the lieutenant governor to sign or rescind a 2015 bill that sought a prohibition on screening kids for nursery admissions was challenged in a case that the Supreme Court dismissed on Friday. It is not possible to pass a directive to enact a legislation, according to a bench of Justices SK Kaul and Sudhanshu Dhulia. Can a legislation be enacted pursuant to a mandamus? Can we order the government to bring the bill forward? The bench stated that the Supreme Court couldn't be a cure-all. The Delhi School Education (Amendment) Bill, 2015 was the subject of a PIL that the high court dismissed on July 3 after ruling that it could not interfere with the legislative process and order the LG to either assent to it or send it back. The organisation filed the appeal with the Supreme Court through attorney Ashok Agarwal, arguing that the child-friendly bill prohibiting the screening process for nursery admission in schools has been hanging between the Central and Delhi governments for the past seven years without any justification and is contrary to the public interest and public policy.A division bench of the Delhi High Court had rejected the PIL, stating that it was improper for the high court to exercise its constitutional authority under Article 226 by ordering the governor, who is a constitutional authority, to establish a deadline in matters that are solely within his purview. "In the considered opinion of this court, even though the bill has been passed by the House, it is always open to the governor to agree or to send the bill back to the House and this court ought not pass a writ of mandamus directing the governor to act," the court's ruling stated. The 2015 bill's very objective and purpose is to safeguard kids from abuse and unfair discrimination in nursery admission to private schools, according to the appeal against the high court's decision. The bill's intent was thwarted by the delay, it claimed, adding that the Delhi administration had already secured the assembly's passage of the legislation in 2015. RSS chief arriving today on 3 days visit

JAMMU: Dr. Mohan Rao Bhagwat, the head of the Rashtriya Swayamsevak Sangh (RSS), will be visiting for three days starting this evening. From the Jammu Airport, Dr. Bhagwat will immediately proceed to the RSS Headquarters at Keshaw Bhawan Amphalla. Ved Mandir and Keshaw Bhawan's entire complex has been made more secure, and the SSB and CRPF have seized control of it. Since the RSS chairman is one of the leaders who is now best secured and is safeguarded by Z + VVIP security, the RSS Jammu Headquarters have been declared outbound for guests when he is there.
