NEW DELHI: A severe western disturbance is expected to cause heavy rain and snowfall in some areas of Jammu and Kashmir, Ladakh, and Himachal Pradesh during the next two to three days, according to a "orange" notice from the India Meteorological Department (IMD) on Saturday. According to the IMD, this is the first severe western disturbance of the season and will have an impact on northwest and central India through October 17. Weather phenomena known as Western disturbances, which have their origins in the Mediterranean, bring unusually heavy rainfall to northwest India. Under the influence of the western disturbance, Punjab may expect heavy rain on Monday.During this time, regions of Jammu and Kashmir, Ladakh, Himachal Pradesh, Uttarakhand, west Uttar Pradesh, Punjab, Haryana, Delhi, and Rajasthan are expected to see thunderstorms and lightning. Under the influence of the western disturbance, a cyclonic circulation has formed over central Pakistan and the surrounding areas. With the potential to combine with a new western disturbance on October 15, the IMD predicted that it will likely become even more intense. It is anticipated that this system will absorb moisture from the Arabian Sea, increasing rainfall intensity and dispersion over northwest India at the same time. After the western disturbance has passed, dry northwesterly winds from the Himalayas are anticipated to dominate over northwest India in lower tropospheric levels. Temperatures in the area are therefore expected to drop by 2 to 4 degrees starting on October 17. Eviction drive in J&K unlawful, will bring back Roshni Scheme if voted to power: Azad

JAMMU: Ghulam Nabi Azad, the leader of the Democratic Progressive Azad Party, claimed on Saturday that the eviction campaign to reclaim government property was "illegal" and promised to reinstate the Roshni Scheme if his party wins the upcoming Jammu and Kashmir assembly elections. Everyone who participated in the conspiracy to usurp substantial portions of land, including government officials, will be prosecuted, he warned. The J&K State Land (Vesting of Ownership to the residents) Act, 2001, commonly known as the Roshni Act, which was to transfer 2.5 lakh acres of land to current residents, was revoked on November 1, 2020, by the administration of the Union Territory.After the Revenue department instructed all deputy commissioners to guarantee the complete removal of encroachments from state land, including the area meant for grazing that was brought under the Roshni Act on 7 January of this year, the government was able to recover more than 10 lakh kanals of land. The Act, also known as the Roshni scheme, originally envisioned granting the residents exclusive rights to around 20.55 lakh kanals (1,02,750 hectares) of land. Only 15.85% of this land had its ownership rights approved for transfer. On November 28, 2018, the plan was officially revoked by the governor at the time, Satya Pal Malik. "Since the eviction drive was illegal, we organised over 85 protests throughout the UT."Azad informed a group of Gujjars who had joined his party in this location, "When the protests had no effect, I met with the Lt Governor and the Home Minister and raised the issue forcefully." Community members from the Gujjars met Azad at his home and told him that they were being harassed by government authorities who kept claiming that they were living on forest land and that their homes and businesses would be destroyed. They were led by DPAP leader and JMC corporator Sobat Ali. ''After 1947, people occupied land in the plains for their resettlement,'' according to Azad, and everyone in Jammu & Kashmir is dealing with this issue. Governments regularised such colonies in Mumbai, Delhi, Hyderabad, and Kolkata, among other cities.I was in Congress when our government enacted a law giving residents access to forest land, but Article 370 prevented this law from being put into effect in J&K. We made a mistake by not enforcing the law since we believed there would be no eviction drive against them. The forest land statute was automatically extended to J&K when Article 370 was repealed in August 2019, but instead of putting it into practise, the administration launched an illegal eviction drive',' Azad claimed. He defended the Roshni programme by saying it was created to help the landless, underprivileged people in the villages as well as legalise the land in the cities to produce income. The J&K cabinet, which is led by me, and the assembly approved the plan. Maharaja (Hari Singh, the final Dogra king), Sheikh Mohammad Abdullah (the NC founder), and afterwards my government all gave land to the landless, he claimed. According to Azad, allegations of wrongdoing by several people, including government and law enforcement officials, have been made. If we are elected, we will reinstate the Roshni plan and open an investigation into the authorities who have been accused of malfeasance, he declared. The DPAP leader later told reporters that he will regularise the daily-wage workers who have been employed by various government agencies for more than two decades. "I met hundreds of thousands of daily-wage workers. They receive between Rs 5,000 and Rs 9,000 per month and are not regularised. They are married and of legal age to hunt for other employment. 2 Dead After Truck Skids off Road in J&K

SRINAGAR, Oct 14: On Saturday, two people were murdered when the truck they were riding in plunged into a narrow valley on Kashmir's Zojila Pass in the Ganderbal district. According to an official, a truck travelling from Kargil to Sonamarg lost control and plunged into a deep gorge close to Mandir Mode on Zojila. He said that two people perished in the crash, and that rescue workers found their bodies. He stated that the event has been reported to the police. Kashmir higher reaches receive fresh snowfall, temperature plummets

SRINAGAR: On Saturday morning, fresh snowfall in the Kashmir Valley's higher elevations while rainfall in the lowlands, causing a dramatic reduction in the day's high temperatures. According to an official, the plains had torrential rainfall while the upper elevations of the Gurez Valley, including Razdan Pass, received new snowfall. He claimed that the authorities were obliged to close Bandipora-Gurez road due to the nightlong rain and snowfall on Razdan Top and other locations. Other areas of the Kashmir valley were also hit by rain, which caused a significant drop in the maximum temperature. Due to snowfall and severe rain in the area, the authorities have also closed Sinthan Top and Margan Roads to traffic. Additionally, the Meteorological Department in Kashmir has predicted snow and rain for a few isolated spots in Jammu and Kashmir on Friday night. Punjab Police busts LeT terror module with arrest of 2 J&K residents

CHANDIGARH: On Saturday, the Punjab Police announced that it has deactivated a Lashkar-e-Taiba (LeT) terror cell after detaining two Jammu and Kashmir citizens. They were taken into custody, according to the police, along with two IEDs, two hand grenades, a revolver, two magazines, 24 cartridges, a timer switch, eight detonators, and four batteries. Director General of Police Gaurav Yadav stated that the State Special Operation Cell-Amritsar Police carried out the operation alongside a central organisation. "In a major breakthrough, State Special Operation Cell -Amritsar in a joint operation with a central agency busted a LeT module and arrested two persons who are residents of Jammu and Kashmir," the Punjab Police chief wrote on X. Yadav claimed the arrests were a "major blow to terror module attempting to disturb peace in Punjab" and claimed the terror module was run by one Firdaus Ahmed Bhat, a current Lashkar-e-Toiba member. SRINAGAR : An important IED attack on the Srinagar-Kupwara Highway near Handwara in Jammu and Kashmir was stopped by security troops on Friday. "A high-powered IED connected with three 10-kilogram LPG Cylinders was spotted by an alert Road Opening Party near Langait," said the Indian Army. The IED was allegedly planted on the National Highway that connects Kupwara and Srinagar, according to the officials. "Nearly 1000 civilian vehicles and 200 military vehicles passed by the location of the IED. The IED was discovered by the column of an air defence unit stationed nearby, according to the Indian Army. According to a press release, security personnel earlier that day blew up three suspicious gas cylinders they had discovered in the village of Ganapora in the Kupwara area of north Kashmir.The Army's road opening party (ROP), in coordination with the 30 Rashtriya Rifles (30RR) and Handwara Police, controlled the explosion of the suspicious cylinders. According to an official press release, "In a swift response to a potential security threat, the ROP of 25 ADP in collaboration with the 30 Rashtriya Rifles (30RR) and Handwara Police, successfully detonated three suspicious small petrol cylinders found along the roadside in Ganapora, area of Kralgund Handwara in Kupwara district." "At approximately 8:00 am, the ROP of 25 ADP spotted three suspicious tiny gas cylinders concealed under some bushes, roughly 100 meters from the Ganapora crossing, travelling towards Udipura," it continued." The security officers quickly assessed and reduced the threat after becoming aware of the potential threat. The suspected cylinders were securely destroyed by the joint team of the 30RR and the Handwara Police at around 1030 hours, it added. 1 more dies of dengue, 119 fresh cases reported

JAMMU: Dengue has claimed one more life, and 119 further cases of the vector-borne illness have been reported from various locations in Jammu and Kashmir, bringing the year's total to 3271 cases and four fatalities. According to a health official, Tejpal Pratap, a 20-year-old boy from Bihar who was residing in CTM Colony Kathua on October 10, passed away from dengue in Government Medical College and Hospital, Jammu. He claimed the patient was sent to GMCH Jammu on October 10 after being diagnosed with dengue fever on October 3 at GMC Kathua. He added that with this passing, there have now been four deaths related to the vector-borne illness this year. "This is the fourth death in Jammu province and the first in Kathua district," he said. The official added that 119 of the 828 people who had been tested for dengue today had tested positive. Out of the 119 positive cases, 66 instances were reported from the Jammu district, followed by 26 cases in Udhampur, 11 cases in Kathua, 6 cases in Samba, 4 cases in Reasi, 3 cases in Doda, 2 cases in Poonch, and 1 case in Ramban. 98 people and 21 kids are among the individuals who tested positive, he continued. According to him, out of the total 2234 cases documented so far, the majority are from the Jammu district, followed by the Udhampur district (348 cases), Kathua (249 cases), and Samba (218 cases). "There were 64 cases in Rajouri, 31 in Reasi, 30 in Ramban, 24 in Doda, 23 in Poonch, 4 in Kishtwar, 15 in Kashmir and 27 from other parts of the country," added the official. The official added that a total of 1094 dengue patients had been hospitalised to the hospitals as of now, and that 962 of them had been released while 101 were still receiving treatment. The official stated that "the number of dengue cases is increasing every day" and recommended the public to prevent stagnant water from forming in and around their homes because this is where the mosquitoes that transmit dengue thrive.
