Lok Sabha takes up bills to include ‘Valmiki’ in list of SCs in J&K, expand list of Scheduled Tribes

NEW DELHI: 'Valmiki' was added to the list of Scheduled Castes in the union territory of Jammu and Kashmir in 1956, and the Lok Sabha on Tuesday took up a bill to alter that order. A bill to add the communities of "Gadda Brahmin," "Koli," "Paddari Tribe," and "Pahari Ethnic Group" to the list of Scheduled Tribes in relation to Jammu and Kashmir was also taken up by the Lok Sabha. The Constitution (Jammu and Kashmir) Scheduled Castes Order Bill 2023 was moved for discussion and passage in the House by Social Justice and Empowerment Minister Virendra Kumar. The Constitution (Jammu and Kashmir) Scheduled Tribes Order (Amendment) Bill 2023 was introduced in the House by Tribal Affairs Minister Arjun Munda.According to officials, the Valmiki community—a synonym for Chura, Bhangi, Balmiki, and Mehtar—has been suggested for inclusion at serial number 5 in the list of Scheduled Castes of Jammu and Kashmir's Union territory. The "Valmiki" addition to the Schedule of the Constitution (Jammu and Kashmir) Scheduled Castes Order, 1956 is proposed by the Constitution (Jammu and Kashmir) Scheduled Castes Order (Amendment) Bill, 2023. The officials stated that the "Pahari Ethnic Group," "Koli," "Paddari Tribe," and "Gadda Brahmin" populations have all petitioned to be added to the list of Scheduled Tribes by the Jammu and Kashmir administration. Srinagar, Feb 6: According to a MeT department official, there was no break from the extreme cold wave conditions in Kashmir on Tuesday, with minimum temperatures remaining several degrees below freezing in most areas of the valley. With a low of minus 11. degrees Celsius, the Pahalgam tourist resort in south Kashmir—the starting point for the yearly Amarnath yatra—saw its lowest temperature of the year Friday night. From minus 10.0 degrees Celsius the night before, the temperature in the Gulmarg ski resort in north Kashmir dropped to minus 10.5 degrees Celsius.After nearly four days of cloudy sky, the weather in Kashmir improved on Tuesday morning as predicted. The sun beamed over the valley. The 40-day worst winter season, known as "Chilla-i-Kalan," ended earlier this week, but the chilly snap has persisted in Kashmir. Currently, the valley is experiencing a 10-day "Chilla-i-Bachha" (baby cold) after a 20-day "Chilla-i-Khurd" (little cold). Opposition Members Seek Timeline For Holding Assembly Polls In J&K

New Delhi, Feb 6: On Tuesday, members of the opposition in the Lok Sabha asked the administration to call early assembly elections in Jammu and Kashmir. During a discussion on The Jammu and Kashmir Local Bodies Laws (Amendment) Bill, 2024, Hasnain Masoodi (NC) made a call for the early holding of elections in the union territory. He claimed that before the Supreme Court had to get involved, the national government ought to have made a decision regarding the polls. A few months ago, the highest court ordered the Election Commission to schedule assembly elections for September of this year in Jammu and Kashmir.Masoodi stated On Monday, Prime Minister Narendra Modi declared that important choices will be made by his cabinet. According to Masoodi, elections in the union territory ought to be conducted before any further significant choices are made. Ajay Misra, the minister of state for housing, stepped in to point out that elections for local bodies were held in the previous state. TMC politician Saugata Roy spoke during the debate, bringing up the Supreme Court's observation and advocating for early Jammu and Kashmir assembly elections. By virtue of Article 370's abrogation, Jammu and Kashmir became a union territory on August 5, 2019, complete with a legislative assembly provision. The UT is currently governed centrally.The NCP's Supriya Sule requested that the administration provide a timeframe and a definitive response regarding the staging of assembly polls and the awarding of statehood to the people of J&K. The Jammu and Kashmir Local Bodies Laws (Amendment) Bill, according to Jammu BJP member Jugal Kishore Sharma, will provide justice for the other backward classes (OBCs) in the UT. According to Chinta Anuradha of the YSRCP, this legislation is progressive and will facilitate the smooth running of local elections, such as those for panchayats.Minister of State for Home Affairs Nityanand Rai moved the bill for discussion, stating that the OBCs in J&K, who had previously been disregarded, had been placed on the path of development following the repeal of Article 370. The OBCs in Jammu and Kashmir will receive justice thanks to this measure. New Delhi, Feb 6: A bill to give reservations to members of Other Backward Classes in Jammu and Kashmir's panchayats and municipalities as well as to align local body rules in the Union territory with the Constitution's provisions was brought up for consideration by the Lok Sabha on Tuesday. The Jammu and Kashmir Local Bodies Laws (Amendment) Bill, 2024 was introduced by Minister of State for Home Nityanand Rai and is scheduled to be passed by the House. On Monday, the bill was presented to the House. The Jammu and Kashmir Municipal Act of 2000, the Jammu and Kashmir Municipal Corporation Act of 2000, and the Jammu and Kashmir Panchayati Raj Act of 1989 are all intended to be amended by this bill. According to Rai, the Jammu and Kashmir Panchayati Raj Act's provisions regarding the state election commissioner "are at variance" with the Constitution. Hasnain Masoodi, a member of the National Conference, participated in the discussion and stated that the government has not set a date for assembly elections in Jammu and Kashmir, which became a union territory after Article 370 was repealed and bifurcated. He stated that the Supreme Court's decision to impose an upper bound on the holding of assembly elections in Jammu and Kashmir is a source of "shame" for the government. The National Conference has also called for Jammu and Kashmir to be granted its own state again.Participating in the discussion, Saugata Roy, a member of the Trinamool Congress, claimed that the BJP could not be trusted in local body elections and that the Supreme Court had imposed restrictions on the Chandigarh mayoral election process. Samba police arrests bovine smuggler, rescues 8 animals

SAMBA: In an ongoing campaign to stop the smuggling of cows, the Samba police have stopped two distinct attempts at smuggling cows, apprehended a cow smuggler, saved eight cows, and seized two cars under the jurisdiction of PS Ghagwal and PS Samba. During a vehicle check at Naka NHW Tapyal, a team from Police Station Ghagwal, commanded by SHO PS Ghagwal, reportedly signalled a car carrying the registration number JK02DA-3918 that was approaching from the Kathua side to stop for inspection. However, the motorist escaped the naka point and increased the pace of the car rather than stopping it. The car was successfully pursued and intercepted near Ghagwal Chowk by the vigilant police naka party.Six cows that were being transported illegally were discovered inside the car as it was being checked. The bovine smugglers, named as Farman Ali, son of Mohammad Rashid of Rakh Barotian, Vijaypur, have been apprehended, and the Ghagwal Police Station has received a case file (FIR No. 10/2024 U/S 188 IPC, 11 PCA Act). According to the police, more investigation is ongoing. During a surprise naka checkpoint set up near Khanwal, another team of Police Post (PP), Rakh Amb Tali, led by Incharge PP, allegedly intercepted a Scorpio car with registration number JK02X-2762 in which two bovines were discovered to be loaded cruelly and being transported illegally. Nevertheless, the car's driver was able to flee the scene.
