Jammu, Nov 2: In the Kishtwar area of Jammu and Kashmir, authorities on Thursday apprehended a guy who had been eluding capture for the previous ten years in connection with a criminal case, according to officials. Shabir Ahmed Malik, a resident of Kishtwar's Bun Astan neighbourhood, was sought in relation to a 2013 complaint filed under Section 436 of the Ranbir Penal Code for his suspected participation in using explosives to demolish a house in addition to assaulting and injuring others, they added.According to Kishtwar Senior Superintendent of Police (SSP) Khalil Poswal, an absconder was eventually apprehended by a police team conducting raids in response to intelligence about his whereabouts. NEW DELHI, Nov 2:  Regarding a number of petitions contesting the legality of the electoral bonds programme for financing political parties, the Supreme Court postponed making a decision on Thursday. On October 31, arguments on four petitions, including those submitted by Congressman Jaya Thakur, the Communist Party of India (Marxist), and the non-governmental Association for Democratic Reforms (ADR), were heard by a five-judge constitution bench that included Chief Justice D Y Chandrachud and Justices Sanjiv Khanna, B R Gavai, J B Pardiwala, and Manoj Misra.As part of initiatives to increase political finance transparency, the government announced the programme on January 2, 2018, and it was positioned as an alternative to financial contributions to political parties. Any Indian individual or organisation incorporated or founded in India may purchase electoral bonds in accordance with the scheme's terms. Election bonds may be purchased individually or in combination with other people. Electoral bonds can only be obtained by political parties that are registered under Section 29A of the Representation of the People Act, 1951, and that have garnered at least 1% of the votes cast in the most recent election for the Lok Sabha or a state legislative Assembly.The announcement states that a political party that qualifies may only cash electoral bonds through an account with a bank that has been licenced. In April 2019, the Supreme Court rejected the Centre's request to halt the electoral bonds scheme and declared that it would give the pleas a thorough hearing because the Election Commission and the Centre had brought up "weighty issues" that had a "tremendous bearing on the sanctity of the electoral process in the country." SRINAGAR: The Meteorological Centre Srinagar forecasted light rain or snowfall over certain higher regions of Jammu and Kashmir on Thursday for the upcoming day. According to the MeT office, Thursday's weather will mostly be clear to partly cloudy, with the chance of light rain or snowfall tonight over a few isolated higher peaks. "November 3-6 will see mostly dry weather, while November 7-8 will see fair to generally cloudy skies with a chance of light snowfall over isolated higher reaches," the report stated. The MeT office stated that November 9–10 will be mostly cloudy with light rain or snowfall over a few higher levels, but elsewhere there won't be any noteworthy weather until November 10.Late last night, Razdan Top in Jammu and Kashmir's Bandipora district saw new, light snowfall, while the lower parts had light showers of rain, according to sources. According to Faizan Arif, a weather specialist from Kashmir, light rain or snow is possible in certain areas today due to a minor Western disturbance, particularly in certain regions of north Kashmir. "In general, there won't be any noteworthy weather events over the next ten days," he stated. According to him, the Kashmir plains should see minimum temperatures of 2 to 5°C and maximum temperatures of 20 to 22°C. The MeT office reported that the minimum temperature on Thursday was 6.7°C in Srinagar, the summer capital of Jammu and Kashmir; other locations with lower temperatures included Qazigund (4.0°C), Pahalgam (2.8°C), Kupwara (8.5°C), Kokernag (6.5°C), and Gulmarg (3.9°C). The Bletchley Park Declaration also mentioned the significance of artificial intelligence (AI) systems in a number of everyday areas, including housing, work, transportation, education, health, accessibility, and justice, and predicted an increase in their use."We recognise that this is therefore a unique moment to act and affirm the need for the safe development of AI and for the transformative opportunities of AI to be used for good and for all, in an inclusive manner in our countries and globally," it continued. AI presents serious threats in addition to these opportunities, particularly in those areas of daily life. Speaking at the "AI Safety Summit 2023," Chandrasehar stated that India has consistently emphasised the importance of global partnerships and dialogues, particularly in this year where "technology is throwing up the most exiting opportunities ever in the history of mankind." The minister highlighted that AI is "the next big opportunity" in India's eyes. "We are extremely clear in our minds on mitigation on what AI and indeed any emerging technology can and will represent, a prism of openness, safety, trust and accountability," he stated. The Union Minister pointed out that Prime Minister Narendra Modi had long maintained that a coalition of nations, as opposed to one or two, should lead the future of technology, whether it be in terms of partnerships, innovations, or the institutional framework governing technology and innovations for the benefit of all people. This is because the institutional framework is far more sustainable. "Compared to the non-digital portion of the GDP, the growth of India's digital economy, innovation economy, and ecosystem is currently occurring at a rate that is 2.5–3 times quicker.
