Bills Listed To Extend Provisions Of Women’s Reservation Law In UTs Of Puducherry, J&K

NEW DELHI, Dec 2: In order to expand the women's reservation law's provisions to the Union Territories of Jammu and Kashmir and Puducherry, the Government has scheduled two bills for introduction during the winter session of Parliament. Law Minister Arjun Ram Meghwal stated that Delhi, a Union Territory, was included in the women's reservation law that was approved by Parliament in September because of a clause in the Constitution. In response to a query during an all-party meeting called by the government prior to the meeting, Meghwal stated that the Union Territories of Jammu and Kashmir and Puducherry do not currently have any provisions in place to extend the legal provisions. He explained, "That is why separate bills after discussion."The Government of Union Territories (Amendment) Bill, 2023 has been scheduled by the government for introduction, discussion, and eventual passing in the upcoming session that starts on Monday. It aims to introduce into the Puducherry Legislative Assembly clauses granting women reservations. Similarly, a third of the seats in the Jammu and Kashmir Legislative Assembly are intended to be set aside for women under the Jammu and Kashmir Reorganisation (Amendment) Bill, 2023. Even though Jammu and Kashmir has a provision for a legislative assembly, the Union Territory is now governed by President's Rule.The women's reservation bill, formally known as the Constitution (106th Amendment) Act, aims to grant women 33% of the seats in the Lok Sabha and state assemblies. "It shall come into force on such date as the central government may, by notification in the Official Gazette, appoint," states its provision. In September, Prime Minister Narendra Modi referred to the bill as "Nari Shakti Vandan Adhiniyam" during a special session of Parliament. The Rajya Sabha and Lok Sabha both passed the Constitution amendment measure with near-unanimity.The next census and the ensuing delimitation exercise, which involves redrawing Lok Sabha and assembly constituencies, will determine the specific seats being set aside for women, so it will be some time before the law is put into effect. For a period of fifteen years, the Lok Sabha and assembly quota for women will be in effect. Afterward, Parliament may decide to prolong the benefit period. Srinagar, Dec 2: Omar Abdullah, the leader of the National Conference (NC), claimed on Saturday that by commemorating the day of Nagaland Statehood, Raj Bhavan was "rubbing salt in to the wounds" of the people of Jammu and Kashmir. An official statement said that the Nagaland Statehood Day was celebrated on Friday at the Raj Bhawan in Jammu, fostering the spirit of "Ek Bharat Shreshtha Bharat" with zeal and excitement.But speaking of another state's statehood day celebration, Abdullah said that irony dies in Jammu and Kashmir because the region's union territory day was observed after it was demoted from a state. "In J&K, Irony meets his demise. In Jammu, we commemorate Nagaland Statehood Day at Raj Bhavan, but in J&K, we observe "Union Territory Day." Talk about adding salt to the people's wounds here, wrote Abdullah, the former J-K chief minister, in a post on X. ED Raids 2 Ex-Punjab Ministers; Seizes Documents, Mobile Phones

New Delhi, Dec 2: Following raids against two former Punjab forest ministers, Congressmen Sadhu Singh Dharamsot and Sangat Singh Giljian, and others as part of an alleged money laundering investigation related to the forest scam, the ED confiscated "incriminating" papers, cell phones, and other electronic devices. In a statement released on Friday, the federal inquiry agency stated that, among other things, it is looking into allegations of "bribery" in the state forest department against the granting of a permission for tree cutting and for transfer/posting within the department.According to the Enforcement Directorate (ED), the raids took place on November 30 in Punjab, Haryana, and Delhi at the homes of Dharamsot, Giljian, and their colleagues as well as some private citizens and forest authorities. The Punjab Vigilance Bureau detained Dharamsot (63), a five-time MLA, early this year in connection with a case involving allegations of having disproportionate assets. Giljian has served as the district of Hoshiarpur's MLA for the Urmar seat.The Punjab Vigilance Bureau's FIR served as the basis for the money laundering case, which was brought under the Prevention of Money Laundering Act, according to the organisation. The first information report said that there were supposed irregularities in the forest department and that certain ministers and department officers had accepted bribes in exchange for permits to fell Khair trees, be transferred or posted within the department, receive a NOC from the department, and buy tree guards. Numerous damning documents, cell phones, and digital devices were found during the search operations, according to the ED. These items appear to have shown "suspicious transactions" involving people who are being investigated. Bengaluru, Dec 2: India's Aditya-L1 satellite's Aditya Solar wind Particle Experiment payload has started operating and is operating normally, the Indian Space Research Organisation (ISRO) announced on Saturday. On September 2, the Aditya-L1 spacecraft was successfully launched by ISRO's Polar Satellite Launch Vehicle (PSLV-C57) from the second launch pad of the Satish Dhawan Space Centre in Sriharikota. The first space-based observatory in India, Aditya-L1, is studying the Sun from a halo orbit around the first Sun-earth Lagrangian point (L1), situated approximately 1.5 million kilometres from Earth.The Solar Wind Ion Spectrometer (SWIS) and the SupraThermal and Energetic Particle Spectrometer (STEPS) are two state-of-the-art instruments that are part of the Aditya Solar wind Particle Experiment (ASPEX), according to a statement from ISRO. September 10, 2023 was STEPS instrument functioning. Since its activation on November 2, 2023, the SWIS instrument has performed at its best. "SWIS operates in planes perpendicular to one another, utilising two sensor units with an impressive 360° field of view each," the statement said. The device has successfully measured solar wind ions, mostly protons and alpha particles, according to ISRO.According to the agency, fluctuations in the counts of protons and alpha particles (doubly ionised helium, He2+) may be seen in a sample energy histogram that was obtained from one of the sensors over the course of two days in November 2023. "This comprehensive snapshot of solar wind behaviour was provided by the variations that were recorded with nominal integration time," stated ISRO. According to the space agency, SWIS's directional capabilities allow for accurate measurements of solar wind protons and alphas, which greatly aids in answering long-standing concerns regarding the characteristics of the solar wind, its underlying processes, and its effects on Earth.It is possible to infer information regarding the arrival of Coronal Mass Ejections (CMEs) at the Sun-Earth Lagrange Point L1 indirectly from changes in the proton and alpha particle number ratio that SWIS has detected, according to ISRO. For space weather research, the enhanced alpha-to-proton ratio is important since it is frequently thought to be one of the most sensitive indicators of the passage of interplanetary coronal mass ejections (ICMEs) at the L1. Srinagar, Dec 2: The Meteorological Department (MeT) said on Saturday that the only locations in Kashmir to register below-freezing nighttime temperatures were the hill resorts of Gulmarg and Pahalgam. Most areas of the valley saw a small increase in the nighttime temperature. Most of Kashmir saw nighttime temperatures rise above freezing, with Srinagar—J&K's summer capital—registering a minimum temperature of 4.8 °C on Friday compared to Friday's 4.5 °C. The coldest spot in Kashmir on record was the ski resort of Gulmarg in north Kashmir. Pahalgam in the south reported a low of - 0.4 degrees Celsius, while Gulmarg's mercury dropped to minus 3 degrees Celsius. In Kupwara, in north Kashmir, the temperature dropped to 2.3 degrees Celsius. Kokernag recorded a low of 2.2 degrees Celsius, while Qazigund in south Kashmir recorded minus 3.4 degrees. Jammu & Kashmir is expected to have dry weather through November 9 according to the MeT. "The weather would be dry but partly cloudy from December 2–7. Additionally, it will be partially to generally cloudy from December 8–10, according to the MeT office. It further stated that starting on December 2, there might be a 3-5°C drop in the lowest temperature.In the meantime, snow accumulation on the higher portions of the Mughal Road, which links the Rajouri and Poonch districts of the Jammu division with Shopian in Kashmir, forced the closure of traffic on Saturday. On Saturday, traffic flowed normally along the major route between Jammu and Srinagar.
