ED arrests former J&K Co-operative Bank chairman in Rs 250-cr money laundering case

SRINAGAR: In relation to a Rs 250-crore money laundering case in Jammu and Kashmir, the Enforcement Directorate (ED) has detained former chairman of the J&K Co-operative Bank, Muhammad Shafi Dar, according to officials on Friday. The officials stated that Dar and Mohammad Hilal A Mir, the chairman of the River Jhelum Cooperative Housing Building Society, a "fictitious firm," were taken into custody and would be brought before a special court. On Thursday, the ED claimed to have recovered incriminating evidence from searches they had performed in connection with the case, including one at Dar's home. According to the officials, the fraud was carried out under the guise of the "fictitious" River Jhelum Cooperative Housing Building Society.According to them, the ED's office in Srinagar carried out the operations using the search and seizure authority granted to it by the Prevention of Money Laundering Act (PMLA). The Jammu and Kashmir Anti-Corruption Bureau (ACB) filed a charge sheet against Mir, Dar, and other defendants in August 2020 for offences against the Prevention of Corruption Act and the Indian Penal Code. According to the ACB's investigation, Mir had applied to the secretary of cooperatives, the administration department of cooperative societies, asking for guidance from the J&K Co-operative Bank regarding financial assistance of Rs 300 crore for assuming ownership of 37.5 acres of land on the outskirts of Srinagar for the construction of a satellite township.The request was forwarded to the Jammu and Kashmir Registrar of Cooperative Societies to pursue the issue with the J&K Co-operative Bank. Accordingly, the J&K Co-operative Bank in Srinagar approved a loan in the amount of Rs 223 crore during the ACB investigation. However, no formalities were followed, such as obtaining information about the society, such as its balance sheet, profit and loss, account business, activities, PAN number, income tax returns, and board resolutions. The investigation found that the River Jhelum Cooperative House Building Society was not even registered with the cooperative societies registrar. Mir, working in collusion with Dar and other individuals, created a forged registration certificate in the name of the society and oversaw the loan's approval. Although the land had not been mortgaged to the bank, it was discovered that the loan sum had been deposited into the landowners' accounts. Furthermore, the ACB's probe was effective in locating the Rs 223 crore that had been syphoned off. Additionally, the bureau has blocked funds totaling Rs 187 crore, according to the officials. According to the CBI's charge sheet, which was submitted to the Special CBI court in Jammu, Singh and Gohar Ahmed were detained while taking a Rs. 10 lakh bribe on behalf of Farooq Dar, who was then appointed Special Secretary of the Jammu and Kashmir government's Agriculture and Production Department.According to a statement by a CBI spokesperson, the complainant was allegedly asked for the bribe in exchange for his assignment and to address departmental problems, including a possible promotion. "The private individual (Supplier/Contractor of Agriculture & Production Department) (Gohar) was discovered to have acted as a middleman for the collecting of bribes during the investigation. According to the CBI, Dar started the transfer proposal and first suggested the complainant's name for CHO, Doda, and then for CHO, Rajouri, in "gross disregard" of the inquiry officer's recommendation that the complainant not be assigned to any sensitive positions.   [caption id="attachment_6484" align="alignnone" width="300"] CBI files charge sheet against former J&K agri department official, 2 more, in bribery case[/caption]

JAMMU, Nov 30: Director General of Police (DGP) for Jammu and Kashmir, RR Swain, stated on Thursday that social media posts, texts, and videos that could incite violent protests, disturb the peace, or encourage terrorism and separatism will be met with legal action. He quickly added that in an effort to undermine peace and incite violence, J&K police had a duty to make sure that no one attempted to denigrate Prophet Muhammad (SAW) or any other religious community or group. In an interview with reporters in Jammu, DGP Swain stated that he spoke with senior police officers about the situation in Kashmir against the backdrop of a disparaging video that the NIT student had shared on social media."Police will apprehend the anti-social elements, anti-peace elements, and vested interests working on some backdoor agenda after proper investigations," he said. "Any sort of objectionable video, messages, texts, or posts having potential to disrupt peace, vitiate communal frenzy, trigger violence, street protests, promote terrorism and separatists will be strictly dealt as per the law." He advised anyone who receives texts or recordings that might be used to disturb the peace to get in touch with the relevant police station as once. The DGP declared, "The person shouldn't be involved in the dissemination of the text or video that can promote communal harmony and disturb the peace."When asked if political groups that are claimed to seek to incite unrest will face consequences, the DGP responded, "J&K police is the custodian of Law." The legal system would function in such a way that political leaders would be held accountable if a specific action was taken on purpose with malevolent intent and resulted in attacks, property loss, or casualties. According to him, law enforcement officials honour Prophet Muhammad (SAW) and have a duty to ensure that no one disrespects the Prophet (SAW). "No factor will be permitted to undermine the intercommunal harmony that Kashmir has long been recognised for." No one must be permitted to do harm or show disrespect to any faith community," he declared. In response to a question about potential consequences for the NIT student, the DGP stated, "The law will take its own course."
