Cabinet Recommends Autumn Session of J&K Assembly from October 13

SRINAGAR: The Jammu and Kashmir Cabinet on Wednesday recommended to the Lieutenant Governor that the Legislative Assembly be convened on October 13, 2025.

Legal Requirement Under J&K Reorganisation Act, 2019Expected Agenda
The Cabinet meeting, chaired by Chief Minister Omar Abdullah and attended by all ministers, took the decision during deliberations held this morning.

According to official sources, the upcoming autumn session is expected to be brief, likely spanning seven days from October 13 to October 20.

Legal Requirement Under J&K Reorganisation Act, 2019

The J&K Reorganisation Act, 2019 stipulates that no more than six months may elapse between the last sitting of one session and the first sitting of the next.

The last sitting of the previous session was held on April 29, 2025.
Therefore, as per the law, the next session must be convened by October 28, 2025.
“The Lieutenant Governor shall, from time to time, summon the Legislative Assembly to meet at such time and place as he thinks fit, but six months shall not intervene between its last sitting in one session and the date appointed for its first sitting in the next session,” the Act reads.

Expected Agenda

Key issues expected to dominate the session include:

Statehood: In the previous Assembly session, three resolutions on the matter lapsed following disruptions caused by the National Conference, after the rejection of their adjournment motion on the Waqf (Amendment) Bill, 2025.
Reservation: The reservation issue repeatedly surfaced in the last session, with People’s Conference President and Handwara MLA, Sajad Gani Lone, strongly criticizing the government’s stance.
The forthcoming autumn session is likely to see renewed debates and discussions on both these critical matters.
