{"id":7072,"date":"2023-12-12T06:44:42","date_gmt":"2023-12-12T06:44:42","guid":{"rendered":"https:\/\/jammubulletin.com\/site\/?p=7072"},"modified":"2023-12-12T06:44:42","modified_gmt":"2023-12-12T06:44:42","slug":"centre-issues-fresh-guidelines-for-govt-employees-to-receive-awards-from-private-bodies","status":"publish","type":"post","link":"https:\/\/jammubulletin.com\/site\/centre-issues-fresh-guidelines-for-govt-employees-to-receive-awards-from-private-bodies\/","title":{"rendered":"Centre issues fresh guidelines for govt employees to receive awards from private bodies"},"content":{"rendered":"<p>NEW DELHI, Dec 12: The Centre has issued fresh guidelines on <a href=\"https:\/\/jammubulletin.com\/site\/govt-employees-operating-street-stalls-during-duty-hours-in-sopore-salaries-withheld-action-initiated\/\">government employees<\/a> receiving awards from private organisations, making prior approval of the competent authority mandatory before accepting them.<br \/>\nThe approval, the Personnel Ministry said, may be granted \u201donly in exceptional circumstances\u201d.<br \/>\nIt further said that the award should not have any monetary component in th The move comes after it noticed that existing instructions in this regard were not being adhered to in true spirit. \u201dAccordingly, it is, hereby, clarified that: awards given by private bodies\/ institutions\/organisations may be accepted only with prior approval of competent authority,\u201d said an order issued by the Personnel Ministry.<br \/>\nThe competent authority for acceptance of awards by a government servant would be secretary of the concerned ministry\/department, it said in the order issued to all central government ministries\/departments. \u201dThe competent authority for acceptance of awards by secretaries to govt of India and secretary rank officers would be cabinet secretary,\u201d the order said, adding that the approval may be granted \u201donly in exceptional circumstances\u201d.<br \/>\nIt further said that the award should not have any monetary component in the form of cash and\/or facilities. \u201dCredentials of the private bodies\/institutions\/ organisations should be unimpeachable,\u201d the order said. Rule 14 of the Central Civil Services (Conduct) rules, 1964 provides that \u201dno <a href=\"https:\/\/jammubulletin.com\/site\/govt-needs-an-excuse-to-put-us-under-house-arrest-claims-omar\/\">Government<\/a> servant shall, except with the previous sanction of the government, receive any complimentary or valedictory address or accept any testimonial or attend any meeting or entertainment held in his honour; or in the honour of any other government servant\u201d.<br \/>\nThe personnel ministry had in 1999, issued another order saying that, \u201din general, awards sought to be given by private bodies and institutes to government servants do not need to be encouraged\u201d as there are various methods open to government itself to recognise their merit and service. Further, another order issued in 2000 by the ministry said, that \u201dit was emphasised that the government servants should not be allowed to accept awards of monetary benefits instituted by private trusts\/foundations, etc.\u201d<br \/>\n\u201dIt has, however, been observed that these instructions are not being adhered to in their true spirit,\u201d reads the latest order by the ministry, seeking strict adherence to the fresh guidelines.
