SRINAGAR, Sept 21: Chief Minister Omar Abdullah today said that the Government has prepared a Rs 185-Crore proposal for permanent restoration of 403 roads and bridges damaged by flash floods and landslides in Rajouri district.<\/p>\n

Replying to a question by Rajouri MLA Iftikhar Ahmed during Question Hour of the Autumn Session, Omar, who also holds the Disaster Management, Relief, Rehabilitation & Reconstruction portfolio, said a detailed assessment of damage caused by the flash floods and landslides had been carried out and relief disbursed to affected families.<\/p>\n

The Chief Minister said 149 family-wise cases relating to damage caused by flash floods and landslides had been received by the district administration, Rajouri.<\/p>\n

An amount of Rs 40.61 lakh had been disbursed to affected families in the Rajouri constituency under prescribed SDRF norms.<\/p>\n

In addition, Rs 2.81 crore had been released to District Rajouri from the Chief Minister’s Relief Fund and distributed among affected families in accordance with approved norms.<\/p>\n

Omar said a preliminary assessment of damage to roads and bridges in Rajouri district had been carried out, following which a proposal for permanent restoration of 403 roads and bridges was prepared at an estimated cost of Rs 185 crore.<\/p>\n

On power infrastructure, he said damage amounting to Rs 27.99 crore had been assessed in Rajouri district due to heavy rains and flash floods in July 2026, of which Rs 9.39 crore pertained to the Rajouri constituency.<\/p>\n

Temporary restoration of power supply was undertaken through installation of an Emergency Restoration System (ERS) tower on the 132-KV Rajouri-Draba transmission line, while the tendering process for its permanent restoration was under way, he said.<\/p>\n

Omar said Rs 1.25 crore had been received under SDRF for temporary restoration of power supply in Rajouri district.<\/p>\n

Of this, Rs 57.60 lakh had been allocated to the Rajouri constituency, with the remaining amount distributed among other affected constituencies of the district.<\/p>\n

On agricultural losses, the Chief Minister said the Agriculture Department had assessed crop damage during Kharif 2026 through field-level verification.<\/p>\n

“Maize had been affected over 416 hectares, with 15 per cent damage assessed, while paddy had been affected over 101.50 hectares, with 65 percent damage assessed,” he added<\/p>\n

He said the Jal Shakti and Public Works (R&B) departments had also conducted detailed assessments of damage to water-supply, irrigation, roads and bridge infrastructure in the constituency.<\/p>\n

Omar said all damaged roads, bridges, water-supply systems and power-supply schemes had been temporarily restored within one month. Detailed Project Reports for permanent restoration had been prepared and were under consideration.<\/p>\n

He said flood-prone electrical infrastructure would be strengthened and realigned wherever required to enhance its resilience against future extreme weather events.<\/p>\n

Adequate spares would also be kept available for immediate restoration in case of future damage or disruption.<\/p>\n

On the demand for enhancement of SDRF compensation for damaged houses, agricultural land, commercial establishments and other properties, the Chief Minister said revision of SDRF compensation norms fell within the purview of the Ministry of Home Affairs, Government of India.<\/p>\n

Meanwhile, Omar Abdullah, who also holds the Power Department portfolio, today said that electrification works covering 29 habitations and 1,936 households in Kupwara district are under implementation under the Revamped Distribution Sector Scheme.<\/p>\n

Replying to a question by MLA Mir Mohammad Fayaz during Question Hour of the Assembly’s autumn session, Abdullah said Letters of Award had been issued for 10 blocks of Kupwara district for works worth Rs.14.74 crore.<\/p>\n

The works cover un-electrified habitations in Moori, Manigah, Kumkadi, Tangdar, Reday Chokibal, Wavwoora, Machil, Keran, Hyhama, Karoos, Teatwal, Sogam and Qadirabad.<\/p>\n

Surveys, drawings and final Bills of Quantities for all the identified habitations have been completed, while procurement of required material is under way, Abdullah said. Work has begun in 10 habitations across five blocks, with about Rs.86 lakh spent so far, he said.<\/p>\n

The government has prepared an action plan to electrify all remaining un-electrified households under the approved Detailed Project Report, with the works prioritised and implementation being monitored, Abdullah said. “The period for completion of these works is up to October 2027,” he told the House.<\/p>\n

On funding, Abdullah said no sanctioned funds had lapsed, been surrendered or reappropriated. He said Rs.3.68 crore had been released for Kupwara district during the current financial year.<\/p>\n

He also said strengthening and augmentation of transformers, HT\/LT networks, power lines and allied infrastructure in Kupwara villages were being undertaken under the RDSS, UT Capex, District Capex and SASCI schemes.<\/p>\n

The Kashmir Power Distribution Corp. Ltd. is committed to completing the electrification works in a time-bound manner and ensuring reliable and quality power supply, Abdullah said.<\/p>\n
