United Nations, Oct 25: Asserting that democracy is an \u201calien\u201d concept for Pakistan, India has called upon Islamabad to end grave human rights violations in territories under its illegal occupation, where the population is in \u201copen revolt\u201d against military occupation, repression, brutality and exploitation.
\nResponding to references made by Pakistan\u2019s envoy at the UN Security Council\u2019s open debate on \u2018The United Nations Organisation: Looking into the Future\u2019 on Friday, India\u2019s Permanent Representative to the UN, Ambassador Parvathaneni Harish, said,
\n\u201cThe people of Jammu and Kashmir exercise their fundamental rights in accordance with India\u2019s time-tested democratic traditions and constitutional framework.\u201d
\n\u201cWe, of course, know that these are concepts alien to Pakistan,\u201d he said.
\nThe envoy reiterated that Jammu and Kashmir \u201chas been, is, and will always be\u201d an integral and inalienable part of India.
\nStrongly rebuking Islamabad, Harish said, \u201cWe call upon Pakistan to end the grave and ongoing human rights violations in the areas illegally occupied by it, where the population is in open revolt against Pakistan\u2019s military occupation, repression, brutality and illegal exploitation of resources.\u201d
\nHarish also emphasised that the UN must undertake \u201creal, comprehensive reforms,\u201d saying that the 80-year-old Security Council architecture no longer reflects contemporary geopolitical realities.
\n\u201cAn outdated Council architecture that mirrors the geopolitical realities of 1945 is not equipped to handle the challenges of 2025,\u201d he said, calling for expansion in both permanent and non-permanent categories through \u201ctime-bound\u201d and \u201ctext-based negotiations\u201d.
\nHe underlined that the Global South must have a greater voice in global decision-making, adding that \u201cpostponing reforms indefinitely does immense disservice to our citizens, especially in the Global South\u201d.
\n\u201cThis bloc of countries represents the overwhelming proportion of humanity and has its unique set of challenges, particularly in the areas of development, climate and financing,\u201d Harish said, adding that global decision-making must be more democratic and inclusive.
\nHighlighting India\u2019s commitment to multilateralism, he said the world must move beyond \u201cpennies and posts\u201d to craft a new vision for the UN that is more agile and responsive to global challenges such as pandemics, terrorism, economic instability, and climate change.
\nHarish noted that the world\u2019s largest multilateral body faces questions of \u201crelevance, legitimacy, credibility, and efficacy\u201d.
\nHe cautioned that international cooperation is increasingly being viewed as charity and that prosperity is being \u201cring-fenced amid shrinking access to resources and technologies necessary for growth\u201d. He said progress that is not universal is \u201cneither sustainable nor tenable in moral terms or on a practical basis\u201d.
\nHarish also called for making UN mechanisms more agile, noting that peacekeepers face \u201cnewer challenges every day\u201d and need realistic mandates, adequate resources, and technological support.
\n\u201cStructural adjustments of different UN bodies are welcome, but not enough,\u201d he said, urging that UN80, the 80th anniversary of the organisation, should aim for \u201creal, comprehensive reforms of the UN and its principal organs.\u201d
\nHarish further emphasised the need to revitalise the General Assembly as the UN\u2019s principal deliberative and policymaking body, enhancing coordination with other organs, particularly the Security Council, to realise the purposes and principles of the UN Charter.
\nHe cautioned member states against using the UN as a \u201ctheatre for divisive politics and parochial purposes,\u201d saying, \u201cIn a world fractured and fragmented along multiple fault lines, the United Nations\u2026 is the only vehicle we possess to harness our collective energies for global public good.\u201d
\nHarish invoked India\u2019s civilisational ethos of Vasudhaiva Kutumbakam, \u201cthe world is one family\u201d, and urged all member states to come together and join hands towards realising \u201cthis vision for making the UN fit for purpose for the new era\u201d.<\/p>\n
