NEW DELHI, June 26: NDA nominee Om Birla was elected as Lok Sabha speaker on Wednesday after a motion moved by Prime Minister Narendra Modi<\/a> was adopted through voice vote, capping intense debate on the issue with the opposition in a rare move proposing its own candidate. Pro-tem Speaker Bhartruhari Mahtab made the announcement after the opposition, which had forwarded the the name of eight-term Congress MP Kodikunnil Suresh as its candidate, did not press for votes to the motion.
\nWith this, Birla, the BJP\u2019s MP from Kota, gets a second consecutive term in the chair, the fifth time that a speaker will serve beyond the tenure of one Lok Sabha.
\nIt is also amongst the few occasions that an election became necessary for a post conventionally decided by consensus.
\n\u201cI announce Om Birla elected as the speaker,\u201d Mahtab said.
\nSoon after, Modi and Parliamentary Affairs Minister Kiren Rijiju went to Birla\u2019s seat in the front row of the treasury benches to escort him to the chair.
\nCongress leader and Leader of Opposition Rahul Gandhi also joined them. Gandhi greeted Birla and also shook hands with the prime minister.
\nAfter that, Modi, Gandhi and Rijiju escorted Birla to the chair where Mahtab welcomed him saying, \u201cIt is your chair, please occupy.\u201d
\nIn his address, the first in the 18th Lok Sabha, Modi said Birla\u2019s work as a parliamentarian should be an inspiration for new Lok Sabha members.
\n\u201cIt is a matter of honour that you have been elected to this chair for a second time,\u201d the prime minister said.
\n\u201cI congratulate you on behalf of the entire House and look forward to your guidance for next five years,\u201d he said, adding that Birla\u2019s \u201csweet smile\u201d keeps the entire Lok Sabha happy.
\nCongratulating Birla on his election, Gandhi said he hoped the opposition would be allowed to raise the voice of people in the House.
\nHe also said the opposition wanted the House to function \u201coften and well\u201d and added that it was very important that cooperation happens with trust.
\n\u201cThis House represents the voice of people of India\u2026 Of course the government has political power, but the opposition also represents the voice of India\u2019s people,\u201d the Congress leader said.
\n\u201cThe opposition would like to assist you in your work. I am confident you will allow us to speak in the House,\u201d he said.
\nGandhi also pointed out that the opposition this time represents significantly more voices of the Indian people than last time.
\nSeveral opposition leaders, including Samajwadi Party chief Akhilesh Yadav, echoed him.
\n\u201cWe believe you will move forward without discrimination and as the speaker, you will give equal opportunity and respect to every party. Impartiality is a great responsibility of this great post. You\u2026 Are the chief justice of the court of democracy,\u201d Yadav said
\nBirla, 62, who has risen through the ranks in the BJP, is a third-term MP of the party and also a three-term former Rajasthan MLA.
\nEarlier in the morning, the prime minister moved the motion for election of Birla as the speaker. It was seconded by Defence Minister Rajnath Singh.
\nNDA allies JD(U) member Rajiv Ranjan Singh, HAM(S) member Jitan Ram Manjhi, Shiv Sena member Prataprao Jadhav, LJP(RV) member Chirag Paswan also moved motions in Birla\u2019s favour.
\nShiv Sena (UBT) member Arvind Sawant moved the motion to elect Congress\u2019 Suresh to the post.
\nHowever, after the voice votes, Mahtab announced that all other motions, barring the prime minister\u2019s, became infructuous.
\nIn what some see as a sign of things to come, Birla\u2019s election follows a rare showdown by both the ruling alliance and the opposition bloc after the effort for a consensus was failed.
\nThe opposition\u2019s last-minute decision to go for a contest came after senior BJP leaders did not agree to the precondition that the INDIA bloc must be offered the post of deputy speaker in lieu of supporting Birla.
\nA brief interaction involving Congress\u2019 K C Venugopal and DMK\u2019s T R Baalu from the opposition side and Union ministers Rajnath Singh, Amit Shah and J P Nadda on Tuesday to evolve a consensus ended in acrimony with both sides sticking to their positions.
\nBoth opposition leaders walked out of Singh\u2019s office where they met, with Venugopal accusing the government of not following the \u201cconvention\u201d of an opposition candidate for the deputy speaker\u2019s position and then announcing the decision to field a candidate against Birla.
\nUnion ministers Piyush Goyal of the BJP and Lalan Singh of the JD(U) accused the opposition of resorting to pressure politics and putting forth preconditions despite senior ministers\u2019 assurance that its demand will be considered when the time to pick the Deputy Speaker comes.
\nWith the NDA having 293 MPs in its kitty and the INDIA bloc 233 in the Lok Sabha, the numbers were clearly in favour of Birla. The Lok Sabha currently has 542 members after Rahul Gandhi resigned from one of the two seats he was elected from. At least three independent members also support the opposition.
\nBalram Jakhar is the only presiding officer to have served two complete terms extending seventh and eighth Lok Sabha.
\nMeanwhile, Lok Sabha Speaker Om Birla on Wednesday hoped that there will be criticism and disagreement in the House but no disruptions.
\nWhile thanking the House on being elected as the Lok Sabha Speaker for the second consecutive term, Birla said he will work to uphold the high standards of Parliamentary traditions.
\n\u201cTreasury and opposition benches run the House together, the strength of Indian democracy is in listening to everyone, and running the House with everyone\u2019s agreement. I will expect that I run the House with everyone\u2019s agreement. Even if there is lone member from a party, they should get sufficient time,\u201d Birla said.
\n\u201cIt will be my expectation that the House runs without obstruction. We are elected by people with hope, that is why I urge there should not be disruptions in the House. There can be criticism, but obstruction is not a tradition of the House. Rushing to the Well is not a tradition of Parliament,\u201d Birla said.
\n\u201cI never want to act against any member, but everyone wants the high standard of Parliamentary tradition to be maintained. For that I have to make tough decisions at times,\u201d he said.
\nWhile stating that agreements and disagreements are a part of the tradition of the House, he hoped opposition would give constructive suggestions and government will incorporate those suggestions.
\n\u201cI urge all that in the 18th Lok Sabha, while remembering the great architects of Constitution, we should make policies and laws that will help the downtrodden sections of the society,\u201d he said.
\nHe also welcomed the 281 first time members to Lok Sabha, and said they should learn about Parliamentary traditions and practices from their seniors.<\/p>\n
