{"id":10582,"date":"2024-02-09T11:24:07","date_gmt":"2024-02-09T11:24:07","guid":{"rendered":"https:\/\/jammubulletin.com\/site\/?p=10582"},"modified":"2024-02-09T11:24:07","modified_gmt":"2024-02-09T11:24:07","slug":"rajya-sabha-takes-up-three-bills-on-jk","status":"publish","type":"post","link":"https:\/\/jammubulletin.com\/site\/rajya-sabha-takes-up-three-bills-on-jk\/","title":{"rendered":"Rajya Sabha Takes Up Three Bills On J&#038;K"},"content":{"rendered":"<p>New Delhi, Feb: The <a href=\"https:\/\/jammubulletin.com\/site\/eci-announces-elections-for-56-rs-seats-in-15-states-polls-on-feb27\/\">Rajya Sabha<\/a> on Friday took up for consideration and passage three bills on<a href=\"https:\/\/jammubulletin.com\/site\/jk-witnessed-driest-warmest-january-in-43-years\/\"> Jammu and Kashmir<\/a> that seek to provide reservation to Other Backward Classes in local bodies and modify the lists of Scheduled Castes and Scheduled Tribes in the Union territory.<br \/>\nThe Jammu and Kashmir Local Bodies Laws (Amendment) Bill, 2024; the Constitution (Jammu and Kashmir) Scheduled Castes Order (Amendment) Bill, 2024; and the <a href=\"https:\/\/jammubulletin.com\/site\/sc-upholds-abrogation-of-art-370-says-assembly-polls-must-be-held-by-sep-2024\/\">Constitution<\/a> (Jammu and Kashmir) Scheduled Tribes Order (Amendment) Bill, 2024 were passed by the Lok Sabha earlier this week.<br \/>\nThe Jammu and Kashmir Local Bodies Laws (Amendment) Bill, 2024, moved by Union Minister of State for Home Nityanand Rai, seeks to provide reservation to OBCs in local bodies in the Union territory.<br \/>\nCurrently, there is no provision for reservation of seats for OBCs in panchayats and municipalities in Jammu and Kashmir.<br \/>\nThe <a href=\"https:\/\/jammubulletin.com\/site\/cji-refuses-to-respond-to-criticism-over-judgements-on-scrapping-article-370-same-sex-marriage\/\">Constitution<\/a> (Jammu and Kashmir) Scheduled Castes Order (Amendment) Bill, 2024, moved by Minister of Social Justice and Empowerment Virendra Kumar, adds Valmiki community as a synonym of Chura, Balmiki, Bhangi, and Mehtar communities in the list of Scheduled Castes in Jammu and Kashmir.<br \/>\nThe bill seeks to amend the Constitution (Jammu and Kashmir) Scheduled Castes Order of 1956, which lists the castes deemed to be Scheduled Castes in Jammu and Kashmir, and Ladakh.<br \/>\nUnion Minister of Tribal Affairs &amp; Agriculture and Farmer Welfare moved the Constitution (Jammu and Kashmir) Scheduled Tribes Order (Amendment) Bill, 2024 that seeks to amend the Constitution (Jammu and Kashmir) Scheduled Tribes Order of 1989 to create separate lists for Scheduled Tribes for Jammu and Kashmir, and Ladakh.<br \/>\nThe Constitution (Jammu and Kashmir) Scheduled Tribes Order (Amendment) Bill, 2024 seeks to add four communities \u2014 Gadda Brahmin, Koli, Paddari Tribe, and Pahari Ethnic Group \u2014 to the list of Scheduled Tribes in Jammu and Kashmir.<br \/>\nThereafter, discussion for consideration and passage of the three proposed legislations ensued simultaneously in the Upper House.<br \/>\nBefore the bills were moved, Chairman Jagdeep Dhankhar announced the government\u2019s decision to award Bharat Ratna to former prime ministers Chaudhary Charan Singh and P V Narasimha Rao and agriculture scientist M S Swaminathan.<br \/>\nHe said it is an honour to announce the prestigious award to the aforementioned personalities for their contributions to the respective fields.<br \/>\n\u201cWhen Bharat Ratna is given it is an honour not only for the person but the entire nation,\u201d Dhankhar said.<br \/>\nHe further said it is a matter of satisfaction and joy for every Indian.<br \/>\nThe government had earlier announced the country\u2019s highest civilian honour for L K Advani and Karpoori Thakur.<\/p>\n<figure id=\"attachment_10583\" aria-describedby=\"caption-attachment-10583\" style=\"width: 300px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-10583\" src=\"https:\/\/jammubulletin.com\/site\/wp-content\/uploads\/2024\/02\/Screenshot-2024-02-09-at-4.52.06-PM-300x210.png\" alt=\"Rajya Sabha Takes Up Three Bills On J&amp;K\" width=\"300\" height=\"210\" \/><figcaption id=\"caption-attachment-10583\" class=\"wp-caption-text\">Rajya Sabha Takes Up Three Bills On J&amp;K<\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>New Delhi, Feb: The Rajya Sabha on Friday took up for consideration and passage three bills on Jammu and Kashmir that seek to provide reservation to Other Backward Classes in local bodies and modify the lists of Scheduled Castes and Scheduled Tribes in the Union territory.
